The post holder will be responsible for the integrity of the Mechanical, Electrical, Building, and Fabric infrastructure, providing specialist technical advice for the management of the Trust’s buildings, including breakdowns, planned preventative maintenance, and minor works projects, while offering expert advice on Estates Specialist Services.
This role includes developing and implementing maintenance strategies for all estate assets, ensuring full compliance and managing risks/issues as they arise. The post holder will oversee all estate building and engineering staff, specialist contractors, and consultants.
They shall ensure all plant and equipment are serviced and maintained throughout the Trust’s property, in accordance with statutory and Trust requirements.
The post holder will supervise and manage the Estates Officers and their team of in-house multi-skilled maintenance staff, coordinating with specialist contractors.
They will also serve as the site lead electrical Authorised Person and provide specialist advice as defined by HTM 06.
Additional responsibilities include ensuring the site has compliant, value-for-money service contracts for all estate maintenance services.
Main duties of the job
1. Oversee the Estates Computer Aided Facilities Management (CAFM) system.
2. Maintain an appropriate system of Planned Preventative Maintenance (PPM).
3. Update PPM schedules within the CAFM system as required.
4. Maintain an accurate asset register.
5. Ensure records and certificates are retained to demonstrate statutory and mandatory compliance.
6. Ensure all work complies with legislation, including work by in-house teams and external contractors.
7. Conduct regular audits to measure quality and performance.
8. Adhere to financial instructions, ensuring value for money on tenders and purchases, including placing orders.
9. Demonstrate compliance with legislation, Safety Alerts, HTMs, safe systems of work, and Approved Codes of Practice through audits.
10. Update the hospital and Trust Risk Register and collate estates information for NHS England PAM.
11. Ensure Authorised Person (AP) and Responsible Person (RP) accreditations are maintained.
12. Provide technical support and advice to the Estates team.
13. Manage appraisals and statutory and mandatory training.
