Working within the newly formed Strategic Commissioning – Older People’s Residential and Nursing Team, as a Commissioning Support Officer, you will play a key role in supporting these work areas.
This dynamic role involves working across the full commissioning cycle, from planning and needs assessment, service design to options appraisal, procurement, contract and performance monitoring and financial administration. You’ll help ensure services are well-designed, efficiently delivered, and aligned with the needs of Buckinghamshire residents.
Sat within our new Commissioning and Procurement Hub, the Hub brings together strategic commissioners with operational commissioning, including Quality and Placements, and procurement colleagues. By combining our skills, experiences and lessons learned, we ensure the most effective approach to supporting all stages of the commissioning cycle, complementing other Council teams to maximise the quality and value for money for our residents.

About the role
The team is responsible for the strategic commissioning of residential and nursing and extra care provision for older people across the county. In addition, the team has contract management responsibility for three large contracts (alongside quality oversight by our quality team).
As a Commissioning Support Officer, you will:
1. Support strategic commissioning activities through project planning and coordination.
2. Assist in developing strategic needs assessments, options appraisals, tender documentation and reports.
3. Facilitate contract and performance monitoring through meeting administration, data collation and review.
4. Provide financial oversight and monitoring including invoicing, budget tracking and voids management.
5. Act as a key point of contact for internal and external stakeholders.
6. Support with and organise co-production and market engagement events.
7. Promote continuous improvement and innovation through research and shared learning.
Any-Desk:
As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.

You will have:
8. A good understanding of the commissioning cycle and procurement practices, or a willingness to learn.
9. Knowledge or experience relating to Adult Social Care, Local Government or Health and the challenges facing these areas.
10. Experience in administration and financial processes, including invoicing and budget tracking.
11. Excellent ICT skills, particularly in Microsoft Word, Excel, and PowerPoint and use of Systems.
12. Strong communication skills, both written and verbal, with the ability to present information to colleagues and stakeholders effectively.
13. A solution-focused mindset, always looking for ways to improve processes and outcomes.
14. Good planning and organisational skills, with the ability to prioritise workload, manage conflicting demands and work under pressure.
15. Educated to A-level/NVQ3/HNC standard or equivalent
