We are looking for an experienced Talent Acquisition Specialist to join our HR team on a fixed term basis to enhancing the council's attraction and talent acquisition by developing inclusive attraction strategies to reduce vacancies and reliance on agency workers, particularly in sectors with workforce recruitment and retention challenges.
\n
Aligned to workforce plans, you will develop attraction strategies to attract high-quality candidates to reduce the number of vacancies across the Council (particularly in sectors with known recruitment and retention challenges), reduce reliance on agency workers and provide professional advice to support these aims.
\n
You will work with us on key projects to achieve our 3-year short term action plan as part of our Workforce Strategy 2024-2034 which has ambitious strategic aims. Full details of these are available in the recruitment pack.

Excellent communication skills, organisation skills, a flexible approach and a positive can-do attitude are essential for success. You must have a degree level qualification (or equivalent), preferably in the field of management, business analysis, human resources or other relevant discipline.
\n
You must have more than 5 years’ experience of working in a professional management consultancy at a senior level with experience of improving recruitment and attraction in an organisation. Substantial knowledge of the benefits of social networking for recruitment will also be critical for this role.

KNOWLEDGE
\n
A degree level qualification (or equivalent), preferably in the field of management, business analysis or human resources or other relevant discipline demonstrating the ability to research, analyse and complete reports is essential.
\n
Membership of the relevant professional institute, such as the Chartered Institute of Personnel and Development (CIPD) is desirable.
\n
Substantial experience of more than 5 years of working in a professional management consultancy at a senior level with evidence of competence in project management, management reporting, analytical, presentational and interpersonal skills. They must participate in corporate internal working groups to provide talent acquisition expertise.
\n
Substantial knowledge of the benefits of social networking for recruitment will be critical for this role.

Please note that it is Midlothian Councils policy that successful applicants will be appointed to the first point on the salary scale.
\n
Based on 36 hours over 52 weeks per year, the minimum actual salary for this position is £46,511.92 per annum.
Compliance with the mandatory Cabinet Office PSN (Public Sector Network) Code of Connection requires the Council to meet a baseline personal security standard. This requires completion of a disclosure check for all employees who can access official information. The fee for this PSN Disclosure check will be met by you.
