Job Description Head of Data Defence Agency Contract (12 Months initial term) Day rate up to £1,100 (inside IR35) Portsmouth, Fareham, Southampton OR Salisbury Hybrid - 2 Days on site, 3 Remote SC Clearance Required Define and deliver the data vision, purpose, and long-term strategy, aligning with the Defence Data Strategy and future Science & Technology requirements. Lead governance, assurance, and capability development to position us as a data-driven, future-focused organisation. Key Responsibilities Define and implement the Data Purpose, Vision, and Strategy, ensuring alignment with CDO policy. Lead design and governance of data systems, policies, and practices across the organisation. Manage data assurance across all holdings in line with regulatory and contractual standards. Establish and oversee data governance and upskilling frameworks, embedding best practice. Build partnerships across government, academia, and industry to leverage innovation and data excellence. Represent us on cross-government boards, advising senior leaders on data capability, governance, and interoperability. Provide assurance reporting to the CIO and other senior stakeholders. Essential Requirements Senior leadership and governance/assurance experience within the data domain. Proven ability to define and communicate a strategic vision that drives organisational alignment. Experience working with ambiguity to develop innovative and collaborative solutions. Strong relationship-building and influencing skills across all levels and partners. Track record of fostering a culture of trust, diversity, collaboration, and innovation. Degree in Science, Mathematics, Computer Science, Data Science, Information Systems, or related field. Technical Competencies Excellent leadership, coaching, and storytelling (oral, written, and visual). Strong strategic, analytical, and systems thinking skills. Proven networking and stakeholder engagement across sectors. DAMA accreditation (associate or above) or ability to achieve within 6 months. Desirable Experience developing data governance structures and delivering complex strategies under uncertainty. Influencing and advising at the highest levels of government. Expertise in AI, data analytics, or complementary science domains. Ability to inspire teams and champion organisational change. This requires a valid UK Passport and/or birth certificate along with uninterrupted UK residency for the last 5 years minimum.
