Job Description

Position: Service Manager - Out of School Care

Hours: 35 hours per week (Full-time permanent)

Reporting to: Board of Directors

About EPOSC

East Pollokshields Out of School Care provides both After School Care and Holiday Care programme in the Pollokshields area of Glasgow, covering four local Primary Schools. The Service operates from Pollokshields Primary School on Albert Drive.

EPOSC provides quality childcare for children aged between 4.5 years to High School age. The service has been successfully operating since and is well established within the local community. EPOSC can provide child care for both term time and holiday care.

Position Overview

The Service Manager will lead our out of school care provision, delivering high-quality childcare services during term time and expanded holiday programmes. This role encompasses operational management, regulatory compliance, staff leadership, and strategic support to our Board of Directors.

Key Responsibilities

Service Management & Operations

1. Oversee the day-to-day management of operations of the out of school care service during term time and expanded holiday provision.
2. Step in when necessary to provide support and care to children, when the service requires, in order to maintain ratios.
3. Develop and implement policies, procedures, and operational frameworks to ensure high-quality service delivery.
4. Manage staffing schedules, recruitment, and deployment to meet varying capacity requirements between term time and holiday periods
5. Monitor service quality, conduct regular reviews, and implement continuous improvement initiatives.
6. Manage budgets, resources, and financial planning for both term time and holiday operations
7. Oversee the management of accurate records, including attendance, incident reports, and child development records

Regulatory Compliance & Legal Requirements

8. Ensure full compliance with Care Inspectorate standards and regulations for out of school care services
9. Maintain current SSSC registration and professional development requirements
10. Support the Board of Directors with regulatory compliance, licensing, and statutory obligations
11. Prepare for and coordinate regulatory inspections and implement any required improvements
12. Keep abreast of changes in childcare legislation, health and safety requirements, and safeguarding protocols
13. Develop and maintain comprehensive risk assessments and health and safety procedures
14. Ensure full compliance with employment law and HR responsibilities, liaising with HR support.

Staff Leadership & Development

15. Lead, motivate, and manage a team of childcare practitioners and support staff
16. Conduct staff appraisals, identify training needs, and support professional development
17. Ensure all staff maintain appropriate qualifications, registrations, and training requirements
18. Foster a positive team culture focused on child-centered practice and continuous learning
19. Coordinate staff training programmes including safeguarding, first aid, and specialised childcare training

Stakeholder Engagement

20. Build and maintain positive relationships with children, families, schools, and community partners
21. Communicate effectively with parents/carers regarding service provision, policies, and their child's development
22. Liaise with local schools to coordinate pick-up arrangements and holiday programme planning
23. Represent the organisation at relevant professional networks and community meetings

Board Support & Governance

24. Compile and provide regular reports to the Board of Directors on service performance, compliance, and strategic developments, organising and chairing Board meetings when required.
25. Support board decision-making with professional expertise on childcare regulations and best practices
26. Assist with policy development, strategic planning, and organisational governance matters
27. Ensure the board is informed of all regulatory requirements and compliance obligations

Funding & Procurement

28. Ability to work with funders and comply with expectations for funding applications, deadlines and monitoring processes.
29. Build positive trusting relationships with current and new funders and adhere to all expectations from them.
30. Attend planned funding meetings for current and future funding opportunities.
31. Liaising with Board of Directors regarding current and new funding opportunities.

Financial Processes

32. Ability to work with finances, bank accounts and online accounting systems covering all aspects of daily, weekly, month and annual accounting processes.
33. Regularly liaise with Accountants in order to manage and maintain the Organisation’s accounts and finances, using accountancy software system (Xero).
34. Can compile, collate and submit all required paperwork for yearend accounts.
35. Work with external payroll company to process all staff 4 weekly salaries, sickness, annual leave and compile all relevant paperwork for payroll for yearend accounts.
