Role Overview
We are looking for a strategic and experienced Product Manager to lead the development and delivery of high-quality digital services within the public sector. This is a hands-on leadership role, ideal for someone who thrives in complex, fast-paced environments, and has a strong track record of shaping product strategy, managing agile teams, and ensuring user needs are at the heart of service design.
You will work across multidisciplinary teams, policy leads, technical stakeholders, and user researchers to deliver digital products that are simple, accessible, secure and effective. The role demands a deep understanding of GOV.UK service standards and agile delivery methods.
Key Responsibilities
Shape Product Strategy: Define and evolve the product vision and strategy, aligning with organisational goals, user needs, and service priorities.
Lead Agile Teams: Manage and support agile, cross-functional delivery teams to deliver impactful digital services iteratively.
Stakeholder Collaboration: Influence and engage senior stakeholders across policy, operations, and IT to ensure alignment on outcomes and objectives.
User-Centred Approach: Promote service design practices that ensure digital products are inclusive, accessible, and based on evidence from real user needs.
Delivery Ownership: Own the product roadmap and backlog, prioritising delivery based on value, feasibility, and user research insights.
Data-Driven Improvements: Use analytics and performance metrics to assess product impact and inform continuous iteration and optimisation.
Mentorship: Coach and support junior product managers, contributing to a strong internal product community and knowledge sharing.
Compliance & Standards: Ensure all services meet GOV.UK performance, accessibility, security, and legal standards, and support compliance in delivery processes.
Required Skills & Experience
Proven Product Management Experience: End-to-end lifecycle ownership — from discovery to live service — in agile public sector environments.
Agile Expertise: Strong practical knowledge of Agile methodologies (Scrum, Kanban, SAFe), sprint planning, and iterative delivery.
Leadership: Experience leading product teams and working with delivery managers, user researchers, designers, and technical leads.
Stakeholder Engagement: Skilled in navigating political and organisational complexity to bring diverse viewpoints toward a common vision.
User Research & Service Design: Ability to interpret qualitative and quantitative research to shape product direction.
Metrics & Insight: Familiarity with tools such as Google Analytics, performance platforms, or other monitoring tools to support data-driven decisions.
GDS Knowledge: Understanding of GOV.UK Service Standard, accessibility regulations, digital security, and compliance requirements.
Risk & Issue Management: Proactive approach to identifying blockers and enabling solutions through cross-team collaboration.
Communication: Excellent communicator who can adapt messaging for technical and non-technical audiences.
Experience delivering services across Discovery, Alpha, Beta and Live phases within the GOV.UK framework
Familiarity with One Login, GOV.UK Pay, Notify, or other cross-government digital platforms
Background in mentoring or developing product management communities in large organisations
Public sector or politically sensitive delivery context exposure
