Clerk of Works
£25 - £35 per hour • 6 month contract position • Working client side • Based in Saffron Walden, Essex
The Opportunity
We are seeking an experienced Clerk of Works to support the delivery of Social Housing Decarbonisation Fund (SHDF) projects across our client’s housing portfolio. This is a key quality assurance role ensuring that publicly funded retrofit works are delivered safely, compliantly, and to the highest standard for residents. The SHDF programme is the government’s primary funding mechanism for improving the energy performance of social housing, and this role plays a vital part in protecting funding integrity, ensuring value for money, and safeguarding tenant outcomes.
You will act as the client’s independent site representative, overseeing contractor delivery of decarbonisation works valued between £20,000 – £40,000 per week, ensuring full compliance with specifications, standards, and funding requirements before works are certified for payment. This is a mobile role covering projects across CB10, CB11, CM22, CM23 and CM24. A full UK driving licence and access to your own vehicle is essential. Business mileage will be reimbursed in line with organisational policy.
Key Responsibilities
* Undertake regular site inspections across SHDF retrofit projects within occupied social housing properties
* Monitor contractor performance, workmanship, and material compliance against drawings, specifications, PAS standards and funding conditions
* Ensure works meet required energy efficiency and decarbonisation performance standards
* Identify defects, non‑compliance, or quality concerns and ensure timely rectification
* Maintain clear and auditable inspection records, site diaries and photographic evidence
* Provide transparent reporting to project and asset management teams
* Cross‑check and validate contractor cost sheets against works completed on site
* Certify works prior to submission to the commercial team for final payment approval
* Support strong governance and assurance processes to protect public investment
* Liaise sensitively and professionally within occupied homes, ensuring minimal disruption to residents

* ASHP – Air Source Heat Pumps
* GSHP – Ground Source Heat Pumps
* EWI – External Wall Insulation
* IWI – Internal Wall Insulation
* CWI – Cavity Wall Insulation
* PV / Solar PV – Photovoltaic solar installations
* IGU – Insulated Glazing Units (Double/Triple Glazing)
* HWPH – High‑Performance Glazing
* MVHR – Mechanical Ventilation with Heat Recovery systems
About You
Essential
* Proven experience as a Clerk of Works / Site Inspector within social housing, public sector or regulated environments
* Strong understanding of construction quality assurance and compliance processes
* Experience inspecting retrofit, insulation, or M&E installations within occupied properties
* Ability to challenge contractors constructively to ensure standards are upheld
* Experience reviewing and validating contractor cost submissions
* Strong written reporting skills and attention to detail
* Full UK driving licence and access to own vehicle
Desirable
* Experience working on SHDF or other government‑funded retrofit schemes
* Knowledge of PAS 2030 / PAS 2035 standards
* ICWCI membership or relevant construction qualification
* Understanding of resident engagement considerations within occupied housing
