An exciting opportunity to join the Collaboration & Productivity Solutions Competency Centre in BTS to lead the Governance, Administration, Management and Centre of Excellence (CoE) work for Microsoft Power Platform (including Power Apps, Power Automate, Power Virtual Agents, Power BI and Dataverse) — with a strong focus on safe citizen development, platform governance, and empowerment.
You’ll be the technical lead for the CoE: designing and operating the governance framework, running the CoE Starter Kit and Power Platform Admin Centre, implementing pipelines, creating operations/runbooks, and enabling adoption through training and community programmes. You will work closely with business stakeholders, developers, IT security and compliance teams to balance agility with control.
Key responsibilities will include: -
1. Lead the Power Platform Centre of Excellence: design, implement and maintain the CoE Starter Kit, Admin Command Centre and related tooling.
2. Ownership of governance, administration and operational processes: environment strategy (provisioning, naming, lifecycle), DLP policies, connectors control, tenant settings and security roles.
3. Implement and maintain Power Platform Admin Centre configurations, automated admin tasks (. maker group automation, admin newsletter), and housekeeping routines (monthly/daily checks).
4. Create, document and operationalise processes and Work Instructions (WIs) for environment creation, solution migration, app/flow retirement, security group membership, and escalation.
5. Manage pipeline for Power Platform: solutions automated deployments across environments.
6. Implement DLP impact analysis and change-management processes prior to DLP or connector changes.
7. Lead solution packaging and deployment strategy (managed solutions, solution checker, solution upgrades across teams).
8. Security & compliance alignment: collaborate with InfoSec (Data Protection Team) to ensure GDPR, data protection and access control requirements are met.
9. Produce regular CoE reports (adoption, risk, cost, inactive apps/flows, maker activity) and present to leadership.
10. Drive adoption and enablement: Create training materials, run community of practice / digital programme and promote reuse (component libraries, templates).
11. Act as product owner for CoE tooling and related automation; prioritise backlog tasks and coordinate delivery with internal teams and 3rd parties.
12. Stay updated on the latest features, updates, and best practices within the Power Platform ecosystem.

The Person
Educated to SCQF level 8 which includes HND or SVQ level 4 or equivalent in a relevant subject or equivalent experience.
Substantial understanding of the ICT Industry, including data protection, software development lifecycles, and change management.
Proven experience with Power Platform administration and CoE tooling (CoE Starter Kit and Power Platform Admin Centre).
Strong experience implementing governance frameworks: environment strategy, DLP policy design, connector control, role-based security and environment lifecycle.
Understanding of Dataverse, Canvas & Model-driven apps, Power Automate flows and Power Virtual Agents.
Experience of working with customers to provide a bridge between technology and business requirements.
Excellent stakeholder engagement skills — able to bridge technical teams and business customers; proven experience delivering adoption & training programmes.
Requires the ability to collaborate effectively within a team environment and work independently as needed, depending on the nature of the tasks.
Demonstrate a commitment to fostering continuous learning, staying abreast of the latest features, and adhering to best practices within the Power Platform.
