Based at 2 High Street, Perth, PH1 5PH (with regular travel across the authority and health board area). Expect weekly time at NHS Tayside headquarters at Ninewells Hospital.
Main Purpose of the Role
The Director - Integrated Health and Social Care/Chief Officer will drive the performance, redesign and reform of health and care services across Perth and Kinross. This critical leadership role will steer the partnership’s strategic planning, commissioning and oversight of integrated services, ensuring the community receives the right support at the right place and time.
Salary
* Perth & Kinross Council: £146,012 rising to £151,122 in April 2026 (Chief Officer Grade, SCP51)
* NHS Tayside: £111,501 – £147,614 rising to £115,682 – £153,149 in April 2026 (Executive Grade F)
Key Responsibilities
* Lead strategic planning, commissioning and delivery of integrated health and social care services across Perth and Kinross.
* Drive transformation and reform, ensuring services are innovative, effective and sustainable.
* Build and maintain strong partnerships with NHS, local authorities, partner health and social care partnerships and the wider community.
* Ensure performance and sustainable outcomes for all delegated services, supporting people to live independently and healthily.
* Foster a culture of collaboration, continuous improvement and high performance within the partnership.
* Participate in the executive out‑of‑hours on‑call rota as required by both employers.
Skills & Experience Required
* High degree of professional knowledge in health and social care with a proven track record of developing and implementing innovative models of care.
* Master’s level or equivalent professional experience.
* Experience in strategic planning and development within a complex, multi‑agency context.
* Successful record in leading organisational and culture change and managing modernisation programmes.
* Significant financial management experience, including strategic risk and budgetary planning.
* Experience operating within a complex care environment with Local Authorities, elected members, independent contractors and NHS senior executives.
* Strong influence at the senior level and engagement with a diverse range of stakeholders.
* Success in leading, managing and inspiring workforce teams.
* Demonstrable experience in service improvement with widespread impact.
* Extensive senior strategic and operational management with an evidenced track record of success.
* Strong strategic vision and ability to inspire and motivate teams and partners.
* Excellent communication, negotiation and stakeholder management skills.

Working with the Perth and Kinross Health and Social Care Partnership
* Option to be employed by either Perth & Kinross Council or NHS Tayside.
* The role is largely self‑directed with high autonomy and accountability for delivering objectives set in partnership with both Chief Executives.
* Performance appraisal undertaken jointly by the Chief Executives; NHS employees also reviewed by NHS Tayside’s Remuneration Committee.
* Commitment to flexible working; supportive management and opportunities for professional development are provided.
* Full‑time employees required to work on site minimum two days per week; part‑time arrangements agreed on a case‑by‑case basis.
