IMH Recruitment are currently seeking an experienced Highways Management Officer to inspect, assess, record, estimate and monitor works which will keep the public highway, pedestrian and cycle ways infrastructure of the city in a safe condition and provides a one-stop service and ownership for local highways and street scene concerns. Responsibilities * Undertake condition surveys and inspections of the highway assets, carrying out risk-based assessment to identify and prioritise maintenance work requirements. * Determine general maintenance work requirements / specifications for repair traffic management, safety arrangements etc., and issues orders for maintenance works. * Inspect and identify defective highway reinstatement works, unsafe working practices and failure to comply with statutory noticing requirements under NRSWA. including taking enforcement action and issue of fixed penalty fines. * Provide information and recommendations for future planned highway maintenance schemes. * Approves licences, deals with obstructions, road markings and assess applications for footway crossings. * Responds to residents and visitor requests about maintenance issues e.g. vehicle crossings, complaints about statutory undertakers’ apparatus and public highway infrastructure. * Provides cost estimates and quotes for highway maintenance works. * Carry out other miscellaneous duties associated with the role. Experience: * Previous practical experience of working in a technical environment, highway maintenance or similar, with experience of interpreting plans and maps, contract documents, measuring and valuing work. * Experience of implementing Highways Act, NRSWA and TMA legislation and codes of practice. * Knowledge of highways legislation & guidelines sufficient to estimate works and give advice e.g. Highways Act, New Roads & Street Works Act, Traffic Management Act and Public Health Act, etc. * Knowledge of transport policies, including an understanding of the groups normally overlooked by the transport system. * NRSWA Supervisor Accreditation (or willing to attain within agreed timescale). * Highway Inspector Certification (or willing attain within agreed timescale) Hours & Pay: * The hours can be flexible, but generally will be Mon-Fri: 9am – 5pm. * £17.79 - £19.20 Per Hour.
