Overseas and Private Patients Manager

Milton Keynes University Hospital NHS Foundation Trust


Job Summary

Band 5: £32,073 – £39,043 per annum. Hours: 37.5 per week, all MKUH roles will be considered for flexible working. Postholder based at Milton Keynes University Hospital.


Responsibilities


Overseas Visitors and Private Patients

* Lead on the Trust’s Overseas Visitor policy in line with DHSC Overseas Charging Regulations and ensure compliance with the Trust’s Private Patient Policy.
* Advise Trust management and Directorates on policies and procedures relating to identification of overseas visitors, eligibility for NHS treatment, communication with chargeable patients, billing and income recovery processes.
* Ensure all private patient referrals are appropriately authorised, recorded and invoiced in line with the current Trust tariff.


Financial Management and Income Recovery

* Ensure all overseas visitor and private patient invoices are raised accurately and promptly.
* Liaise with insurers, self‑paying patients and relevant stakeholders to secure guarantees of payment and minimise debt.


Compliance, Governance and Reporting

* Maintain expert knowledge of current legislation, NHS guidance and Trust policies relating to overseas visitors and private patients.
* Monitor developments in migrant and charging regulations and advise the Trust on implementation and compliance requirements.


Partnership Working and Stakeholder Engagement

* Develop effective working relationships with clinicians, ward managers, service leads, finance teams and administrative staff to support the identification and management of overseas and private patients.
* Liaise with Home Office, UK Border Force, NHS England, Department for Work and Pensions, insurance companies, embassies and high commissions, GP practices and Integrated Care Boards (ICBs).


Patient Support and Complaints Management

* Support patients, relatives, charities and care coordinators by providing advice regarding treatment eligibility, charging status and payment arrangements.
* Coordinate Home Office Voluntary Service Returns in partnership with Lead Nurses to support safe patient repatriation where appropriate.


Additional Information

The DHSC Overseas Charging Regulations are highly complex and require interpretation of sensitive information obtained from patients, supporting documentation and Home Office systems. The post holder will regularly manage situations involving urgent treatment, refusal of non‑urgent treatment where payment cannot be secured, and immigration‑related implications of unpaid NHS debt.

The role requires sound judgement, excellent communication skills and the ability to handle emotionally challenging situations while ensuring compliance with national legislation and Trust policy.


Person Specification


Essential Qualifications and Knowledge

* Educated to degree level in a relevant subject or equivalent knowledge and experience.
* A sound knowledge and understanding of the terms & conditions and legislation relating to private patients, overseas visitors and health insurance schemes.
* Experience working with overseas and private patients in an NHS setting is desirable.


Essential Skills

* Proficient in Microsoft Office, especially Excel and Outlook, to accurately and promptly enter data into financial and non‑financial applications.
* Ability to work to tight timescales and under pressure.
* Good communication skills – able to discuss complex and sensitive issues with patients, senior medical staff, nurses and outside agencies, and advise on applicable charges within strict timescales.
* Plan and ensure that all policies and procedures are adopted and updated accordingly.
* Identify problems and offer suitable options to progress to a satisfactory conclusion.
* Process and handle payments in cash and electronically.
