Description Surfacing Manager – Highway Services | 10410 | Permanent Contract | 37 hours per week | £50,166 to £54,277 per annum (Scale L) | Countywide Norfolk County Council is looking for an experienced Surfacing Manager to lead the delivery of our annual highways surfacing programme across the county. This is a pivotal role ensuring surfacing works are delivered safely, efficiently and to a high standard, while supporting innovation and carbon reduction. The role involves managing an extensive delivery programme for a broad range of surfacing activities, including carriageway resurfacing, surface dressing, footway micro‑asphalt surfacing, recycling, rejuvenation and retexturing, alongside emergency machine‑laid works. You will oversee contractors, manage budgets and performance, and act as a key point of contact for elected members, residents and stakeholders. You will also line‑manage a Surfacing Engineer and Surfacing Technician. Projects can be anywhere across the county and therefore the ability to travel is essential. Due to site locations and the health and safety and site equipment required, public transport cannot be considered as a viable travel option. In view of the contract nature and the delivery of construction projects generally, it is a requirement to work additional as required hours to suit workload or if site constraints dictate. About you: You will bring strong technical knowledge of highway surfacing and proven experience managing large‑scale highway maintenance programmes. You’ll have excellent communication and stakeholder‑management skills, a solid understanding of health & safety and relevant standards (DMRB, SHW, CDM), and experience of managing budgets and contracts (NEC4). Qualifications: A degree (or equivalent) in civil engineering or a related discipline would be desirable together with a health & safety qualification, and professional membership of a relevant engineering institution.
