Job Description
To provide the Payroll/HR system administration service, together with performance measurement and quality control information.
Support the Senior Payroll and HR Administration Adviser in the operational support of the payroll team within Payroll/HR Admin Section.
Requirements
Provide day to day system/s maintenance and administration of the Payroll/HR system
Develop operational procedures to ensure the function is properly documented
Review the procedural standards for this area
Participate in the training and development of staff within this area
Support the Senior Payroll and HR Administration Adviser with the overall direction and support for the payroll team
Assist in the ongoing service provision review to ensure best value
Handle various enquiries, both written and verbal
The Individual
Experience in general Payroll administration
Experience in system administration
Experience of undertaking business process review
A high level of IT literacy
Understanding of finance control and administration including implementation of new procedures
Understanding of payroll control procedures.
Effective numerical skills
Finance/Systems Administration diploma level qualifications*
Payroll qualification or sound knowledge of current good practice within payroll*
Ability to effectively prioritise workloads and meet deadlines, managing conflicting priorities
Effective communication skills, both verbal and written
Knowledge of local authority Conditions of Service
Ability to undertake formal and informal business process reviews to achieve optimum efficiency
Ability to work using initiative and common sense and to take evidence based balanced decisions
Ability to assimilate information quickly, analyse, collate and present data to optimise knowledge and effective decision making
Able to maintain confidentiality.
Able to work as part of a team and using own initiative.
Very good communicator - verbal and written
The ability to motivate and monitor staff with a friendly, open and confident approach
Work under pressure to tight deadlines
Ability to work flexibly as part of service approach to flexible working
Temporary position initially for 6 months with the potential to be made permanent

Starting Salary: £37209.90 per annum (pro rata)
36.25 hours per week
