Overview

As an Intelligence Officer, you'll play a key role in identifying and managing risks related to internal fraud, bribery, and corruption. You'll develop high-quality intelligence packages using a range of techniques and data sources. The Intelligence Officer position within HMRC represents a vital role in safeguarding the nation's financial interests through sophisticated data analysis and intelligence gathering. This position requires an individual who can work with complex information systems to identify patterns, assess risks, and provide actionable intelligence that supports HMRC's operational objectives.


Responsibilities

* Gather, assess, and analyse intelligence from internal and external sources, using a combination of desk-based activity alongside proactive intelligence gathering techniques including foot and static surveillance
* Identify intelligence gaps and develop actionable insights to support investigations
* Collaborate with operational teams and stakeholders to deliver intelligence products
* Support criminal investigations, including preparing material for legal proceedings and potentially appearing in court
* Operate within legal frameworks such as RIPA, CPIA, PACE, and POCA
* Handle sensitive information, whistle-blowing concerns, and serious complaints with discretion and professionalism
* Represent HMRC in engagements with law enforcement and government partners
* Participate in the On Call roster, 1 week in 4 (which may involve evening and weekend work at short notice). A Flexibility Payment (FP) Level 2 is provided to support this requirement.


Anti-Corruption Investigator – Internal Investigations

An Internal Investigations (Anti-Corruption) Investigation Officer (IO) works within a case team to gather intelligence and evidence on individuals, corporates, and Organised Crime Groups (OCGs), supporting criminal investigations involving HMRC employees and external threats to the tax and benefits systems. The role focuses on insider threats and attacks on HMRC, requiring Investigation Officers to undertake a wide range of duties. The Internal Investigations Investigation Officer conducts comprehensive investigations into allegations of misconduct, corruption, and breaches of professional standards within HMRC. This critical role ensures organisational integrity whilst maintaining public confidence in our services.


Key Responsibilities

* Operate within legal frameworks such as RIPA, CPIA, PACE, and POCA
* Gather evidence, obtain witness statements to support investigations
* Act as a Disclosure Officer/Deputy Disclosure Officer
* Conduct Surveillance (training will be provided)
* Carry out Interventions including Searches, Arrests, Interviews and Seizure of goods
* Maintain Case records using FCMS (Fraud Case Management System)
* Prepare and attend court for Production Orders and Search Warrants
* Compile Case reports and evidential bundles for the CPS
* Keep abreast of legal and professional developments
* Handle sensitive information
* Participate in the On Call roster, 1 week in 4 (which may involve evening and weekend work at short notice). A Flexibility Payment (FP) Level 2 is provided to support this requirement.
* Maintain high professional standards and integrity

Significant travel and overnight stays will be required for these roles. These posts attract Level 2 Flexibility Payment (FP) which may require on-call work, flexible hours, and additional hours outside normal working hours, including weekends and bank holidays. Details of the Flexibility Payment can be found in the attachment at the bottom. Successful applicants will join either an Intelligence Team or Anti-Corruption Investigation Team. You will be asked to indicate a preference on your application form, but we cannot guarantee this; placement will be based on skills and experience.


Essential Criteria

* Experienced in investigations, intelligence, or related fields, with a strong understanding of risk and integrity in organisational settings
* Comfortable working both independently and collaboratively within a dynamic, fast-paced team
* Flexible in organising and adapting your workload to meet shifting priorities and deadlines
* Capable of assessing complex information, identifying patterns, and making sound, evidence-based decisions
* Clear and confident in both written and verbal communication, with the ability to engage effectively with a range of internal and external stakeholders
* Execution of search warrants and/or production orders
* Use of relevant powers under PACE 1984 (England and Wales)
* Understanding Property Interference under the Police Act 1995
* Application of RIPA 2000 and/or IPA 2016
* Applied knowledge of CPIA 1996
* Experience in developing or assuring investigative strategies, using technical expertise to identify key lines of enquiry
* Command and control of operations, including compiling risk assessments and taking part in interventions
* Understanding of Manual of Guidance suite of forms
* Full Driving License
