About The Organisation

On 1 April 2026, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) became one national organisation, focused on continuity today and a stronger, more connected service for tomorrow. As part of this transformation, NSS and NES have joined to form a new organisation: Public Services Delivery Scotland (PSD Scotland). This new organisation will play a pivotal role in supporting the renewal and ensuring the long‑term sustainability of health and care services across Scotland.

The Team

People, Solutions and Experience is a team within the Human Resources and Workforce Development Department, and we aim to provide an excellent service in all aspects of employment, from prior to commencement of employment and throughout the employment lifecycle. This includes providing a wide range of professional services such as recruitment, terms and conditions of service and policy and case management advice and guidance.

The Post

The case management team sits within the People Solutions and Experience Team providing case management support and advice to Public Services Delivery Scotland employees and Public Health Scotland employees. The HR Case Officer will provide a comprehensive coordination service, providing invaluable resource for managers and the case management team. The post holder will be the first point of contact for customers and will provide first‑line policy and procedure advice to support early‑stage case activity. This will include triage, document preparation and meeting coordination. In addition, the post holder will also be responsible for maintaining our people system, our internal databases and our call management platform.

The Candidate

We are looking for an individual with excellent communication skills combined with great organisational and time‑management skills to join the team. You will have the ability to multi‑task in a fast‑paced, customer service environment and possess problem‑solving and decision‑making skills. A good understanding of HR practices and a confident and flexible approach are essential to balance the needs of the customers with the requirement to adhere to policy and process. The ideal candidate will have experience in an administrative role, ideally within an HR environment and should be qualified to HNC level or with equivalent HR experience. Additionally, you should have experience of HR systems and be computer literate with standard Microsoft packages. The successful candidate must comply with the Mandatory Induction Standards and with the Code of Conduct for Healthcare Support Workers.

Location and Working Pattern

Hours of work are 36 hours per week. The post can be based in Edinburgh or Glasgow, and on occasion travel to other Public Services Delivery Scotland and Public Health Scotland sites to attend meetings will be required. We anticipate that a flexible approach to where we work will continue and a blend of home and office working will become the norm depending on preference and service need.

Inclusion

Public Services Delivery Scotland is a national organisation and, as an anchor institution, it is our ambition to be a diverse and inclusive organisation where everyone feels welcome. We recognise that flexible working creates an inclusive workplace where employees can thrive and feel confident about their ability to balance their personal and professional responsibilities. This is supported through Once for Scotland flexible working policies. PSDS has made a long‑term commitment to staff health and well‑being and offers many learning and development opportunities to support and improve our approaches to diversity, inclusion and mental health in the workplace. There are a number of equality staff networks in place which all staff are welcome to join. We are an equal opportunities employer and guarantee to interview all disabled applicants who meet the minimum criteria for our vacancies, however, where exceptionally high application volumes make this impracticable, a fair and proportionate shortlisting approach will be applied in line with Disability Confident guidance.

Benefits

Our benefits package includes a pension scheme, a comprehensive range of work‑life balance policies, occupational health services, learning resource centres and discounted leisure, financial and shopping benefits. HR Benefits Brochure.
