Responsibilities
* Provide finance business partnering support to a specific portfolio within the organisation, supporting both Business As Usual (BAU) and Change portfolios. Act as a central link between budget holders, leaders and the finance function.
* Develop a deep knowledge of operations within the organisation and their needs and priorities.
* Ensure senior officers and staff have accurate financial information by bringing business intelligence to budget setting, forecasting and financial reporting.
* Provide strategic financial advice and support as part of the operational management function; understand cost drivers, performance priorities and financial implications of decisions; ensure transparency and consider the Force perspective before decisions.
* Embed a value-for-money culture and support financial decisions through advice and challenge; assist with Spending Reviews, risk management and business planning processes.
* Act as an interface connecting budget holders and senior leaders with the Finance Team; engage appropriate Finance expertise to deliver the best information and advice; keep leaders aware of financial implications and issues needing attention.
* Provide high-quality, customer-focused management accounting services when needed to deliver timely and accurate reports and analysis (through the support of Assistant Accountants).
* Support budget holders in preparing budgets and service plans, in-year budget performance reporting and outturn forecasting in line with procedures and timetables.
* Ensure service and change plans are robust with fit-for-purpose business cases; provide objective, constructive challenge to financial assumptions and support with ad hoc reports and models.
* Maintain understanding of the organisation’s financial framework (policies, procedures, governance) and ensure proper application in relevant areas.
* Line manage an Assistant Accountant who provides management accounting support; coach the Assistant Accountant.
Profile / Qualifications
* CIPFA Diploma in Business Partnering or working to gain the qualification within 12 months. CCAB qualified accountant (ICAEW, ICAS, ICAI, ACCA, CIMA, CIPFA) or recognised equivalent.
* Experience providing Management Accounting support at senior levels; financial management experience including budget preparation, variance reviews, financial modelling to predict outturns and accounts close down.
* Excellent oral and written communication skills; ability to explain complex technical accounting to non-finance stakeholders.
* Able to advise and influence senior decision makers on critical finance issues; proven ability to network, persuade, influence and negotiate; self-starter and proactive.
* Proven ability to meet tight deadlines in demanding environments while delivering high-quality outputs; able to build relationships with Finance colleagues and stakeholders to support delivery of outcomes.
* Strong finance analytical skills to interpret financial information, identify problems/opportunities and propose solutions; confidence to challenge at senior levels; experience managing and developing an Assistant Accountant.
