Job Title: DDAT Portfolio Coordinator - Counter Terrorism Policing HQ

Salary: The starting salary is £47,060, which includes allowances totalling £2,928.

The salary is broken down as £44,132 basic salary, which will increase annually until you reach the top of the scale £52,652 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Job Summary:

Counter Terrorism Policing is a collaboration of UK police forces working with security and intelligence agencies to help keep people safe from terrorism. CTP HQ does this through the provision of corporate services as well as national operational tasking and co-ordination. It houses unique national CT capabilities that support the entire network as well as overseeing delivery of CT Policing across the regions to ensure that it operates in a way that is both effective and efficient.

The national security environment we face now demands a paradigm shift in our posture and our capability. Data & Analysis is an enabling 'pillar': our vision is that CTP becomes a data-centric organisation, with the right data exploitable by the whole Network against any threat, utilising the best available capabilities whilst maintaining legal compliance and public trust.

The purpose of this role is to ensure the coordination and effective management of projects and programmes in the Digital, Data, Analysis and Technology (DDAT) portfolio. The successful candidate will work with a range of teams to support the delivery of DDAT projects across the Counter Terrorism Policing Network, particularly through planning, prioritisation, approvals and governance. The role-holder will provide ongoing support and monitoring of progress throughout the project lifecycle, to assure the quality of outputs, outcomes and benefits.

This role provides a unique opportunity to gain experience of working with Counter Terrorism, our strategic partners and the wider policing network. Previous experience in these areas is not a pre-requisite.

Role Responsibilities

This role sits within the Data & Analysis Pillar in CTPHQ. The successful candidate will work with Business Planning, the Change Portfolio and other areas of the business to turn the DDAT-relevant elements of CTP Business Planning into a well-managed portfolio. Responsibilities include:

* Day-to-day management of the DDAT portfolio, including coordinating with relevant areas of the business to understand the process and governance for DDAT projects.
* Applying ongoing portfolio-level prioritisation to DDAT work, in line with organisational objectives and corporate risks.
* Regular monitoring and reporting on progress against the portfolio's objectives.
* Developing, maintaining and implementing robust, effective and efficient planning approaches and processes, and providing the required guidance and tools, at portfolio, programme and project levels.
* Ensuring consistent planning management standards and practices are adhered to across CTPHQ, by working with Programme Managers, (Senior) Project Managers, Regional Change Managers and others to embed planning practices at portfolio, programme or project levels, nationally and regionally, as appropriate.
* Using experience and lessons learned to provide best-practice guidance to support successful delivery of projects and programmes within the portfolio.
* Quality-assuring outputs and outcomes against requirements, and monitoring benefits to ensure ongoing value for money and embed learning into the whole portfolio and business planning lifecycle.
* Other relevant project, programme or portfolio work, appropriate to the grade and according to business needs.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

This post requires British nationality (some dual nationals may be ineligible) and an Enhanced Security Check (eSC)/Developed Vetting (DV)] clearance.

As the post holder will have access to very sensitive information, there are limitations on travelling to a small number of countries and we will undertake additional security checks as part of the recruitment process. Essential For The Role

Desirable skills and experience

* Project, programme or portfolio experience, or transferrable skills in a similar area.
* Experience of setting and delivering planning frameworks and dependency management processes within a large programme or portfolio environment.
* Experience in delivering technology-related business cases.
* Experience in planning and managing workshops; including facilitating groups, balancing conflicting opinions, and building consensus.
* Excellent communication skills with the ability to present findings and ideas to both technical and non-technical audiences of all levels of seniority.
* Ability to assess and mitigate technological risk, recognise the implications of new technologies and understand the impact of new information systems.
* Experience of developing policy and advising on its implementation.
* Awareness of data-related legislation such as the Data Protection Act and Management of Police Information.
* Experience of risk and issue management.
* Experience of working in a policing and/or national security environment, or understanding of the CT Policing Network, including London (MPS) and Nationally (UK Force wide), would be beneficial but is not a requirement.
