About the Role:
North Somerset Council is seeking a dedicated and experienced Placements and Commissioning Manager to join our dynamic Children's Services team. This role is pivotal in ensuring that children and young people are matched with appropriate placements that meet their needs, in compliance with relevant legislation and guidance. You will play a crucial role in the direct delivery of services, particularly for complex placements, and contribute to the continuous improvement of our integrated service plan.
Key Responsibilities:
1. Commissioning Placements:
Source and commission placements from a variety of providers within contractual placement procedures.Ensure children are appropriately matched to placements that meet their individual needs.
2. Service Delivery and Improvement:
Participate directly in service delivery, especially for more complex placements.Develop and implement service improvements within an integrated service plan.
3. Budgetary Control:
Ensure budgetary control over placement costs.Challenge providers on costs and invoices as appropriate.Analyse trends to inform future commissioning strategies.
4. Framework Development:
Contribute to the development of framework agreements for placements.
5. Contract Compliance and Performance Management:
Manage contract compliance and monitor the performance of providers.Escalate unsolvable issues for remedial action to improve children's stability of placement.
6. Team Management and Development:
Manage and develop team members undertaking similar work.Improve service standards and achieve service delivery goals.
7. Partnership and Collaboration:
Work in partnership with social workers and partner agencies to develop placement provision services.Establish and maintain effective communication and links between professionals and providers to enhance outcomes for children.
8. Communication and Record Keeping:
Communicate effectively with providers, colleagues, and service users.Maintain accurate case notes and records in compliance with information sharing protocols and record-keeping policies.
About You:
9. Proven experience in commissioning placements and managing complex cases within Children's Services.
10. Strong understanding of relevant legislation and guidance related to children's placements.
11. Excellent budget management and cost control skills.
12. Ability to analyse trends and inform strategic decisions.
13. Experience in developing framework agreements and managing contract compliance.
14. Strong leadership skills with a focus on team development and service improvement.
15. Excellent communication and interpersonal skills.
16. Ability to build and maintain effective partnerships with various stakeholders.
