Key responsibilities:

Lead projects to negotiate and implement Service Level Agreements with constituent councils for finance systems, including general ledger, Accounts Payable, Accounts Receivable, banking, and treasury services.

Determine and implement the financial implications of transferring functions from existing organisations to the new Authority, including disaggregation of staffing, operational and overhead costs, and the transfer of assets and liabilities.
*
Contribute to drafting and establishing Financial Regulations, Standing Orders, Treasury Management strategies and policies, and other core financial governance frameworks.
*
Support development of the Authority’s first budget and Medium-Term Financial Plan (MTFP).
*
Develop processes for assessing investment business cases and ensuring Value for Money appraisal in line with the emerging Assurance Framework.
*
Establish a VAT monitoring approach and coordinate the sourcing of specialist tax advice where required.
*
Help design the internal control framework, including arrangements for an Audit and Governance Committee and Internal Audit provision.
*
Support financial project delivery and provide technical input on strategic finance issues during the Authority’s establishment phase
