Job Summary:
• Reporting to the Senior Procurement Specialist, you will play a vital role in delivering the organisation’s Procurement Strategy by leading and managing procurement activities, ensuring compliance with UK procurement legislation, and driving commercial value and innovation.
• You will act as a key advisor on procurement, contract management, and commercial performance, delivering effective sourcing strategies and supporting transformational initiatives across multiple service areas.
• This role requires strong commercial acumen, excellent stakeholder management, and the ability to lead projects and influence policy development.
Key Duties/Accountabilities (Sample):
• Champion and deliver elements of the Procurement Strategy, including social value, carbon reduction, and commercial capability development.
• Lead and manage procurement exercises from initial scoping to contract award, ensuring compliance with legislation, regulations, and internal governance.
• Provide professional advice and guidance to managers and colleagues on procurement and contract management issues.
• Develop, implement, and maintain procurement policies, procedures, and standards to support organisational needs.
• Lead projects or contribute to wider organisation-wide procurement and commercial programmes.
• Build and maintain strong, collaborative relationships with internal and external stakeholders including senior managers, partners, suppliers, and contractors.
• Monitor and report on procurement performance and outcomes to support continuous improvement.
• Use market intelligence, benchmarking, and horizon scanning to inform procurement strategies and service improvements.
• Support and mentor junior procurement colleagues to build skills and manage performance effectively.
• Ensure the use of technology and systems to enhance procurement processes and compliance.
Skills/Experience:
• Substantial experience in procurement, with proven success in leading procurement exercises and delivering commercial outcomes.
• Expert knowledge of UK procurement legislation, contract types, commercial terms, and procurement regulatory frameworks.
• Demonstrated ability to manage complex procurement projects and multiple priorities.
• Strong commercial acumen with experience in cost improvement and risk management.
• Excellent planning, organisational, and project management skills.
• Outstanding interpersonal, negotiation, influencing, and communication skills with the ability to build strong stakeholder relationships.
• Ability to explain complex procurement concepts in clear, accessible language.
• Experience in contributing to strategy development and service transformation.
• Proficient in Microsoft Office and specialist procurement systems.
