Description Ready to take a leading role in shaping how the Scottish Government prevents fraud, bribery and corruption in public services? Join the strategic leadership team within the Directorate for Internal Audit and Assurance, leading the Counter Fraud Service across the Scottish Government (SG) and wider public sector. The team’s mission is to build a strong fraud risk management culture and support integrity and accountability in public services. You’ll support the Head of Counter Fraud Profession, lead a team of counter fraud professionals, and drive delivery of strategy, assurance, advisory, and policy work. Your objective will be to strengthen fraud prevention, enhance capability across government, and foster a mature, fraud-aware culture through innovation and collaboration. Responsibilities Support the Head of Counter Fraud Profession in the delivery of counter fraud assurance activities across SG in line with the Fraud Risk Management Framework, counter fraud strategy and policy, balancing strategic oversight with hands-on delivery of complex counter fraud work. Participate in cross-Government forums to help ensure that the Scottish Government keeps pace with its counterparts in the UK and elsewhere, utilising connections to enable the sharing of best practice, tools and technologies. Contribute to workforce planning, resource and talent management. Supporting the Head of Counter Fraud Profession in ensuring we have the skills, capability and capacity to deliver the counter fraud service now and in the future through effective resource planning, workforce planning, and oversight of learning and development. Lead the review and update of policies, procedures and guidance on fraud, error, bribery and corruption; identify and take actions to raise awareness of counter fraud within the SG; and develop and drive the plan to ensure the SG continuously meets best practice standards. Provide subject matter expertise, including promoting approaches using data analytics. Support and lead on counter fraud investigations within SG in collaboration with key colleagues across government. Support the wider delivery of Internal Audit and Assurance services as required by the Head of Counter Fraud Profession or Director of Internal Audit and Assurance. Act as one of the SG’s Nominated Officers, responsible for responding to formal complaints made under the SG’s Whistleblowing policy. Leadership and line management of the Counter Fraud Manager and extended Counter Fraud Team. Qualifications Qualifications You must hold a professional qualification in counter fraud/fraud risk management i.e. CIPFA Accredited Counter Fraud Specialist/Certificate in Fraud Risk Management, or equivalent. A professional qualification in Internal Audit or Accountancy is highly desirable, such as CIA, CMIIA, CCAB Success Profile Success profiles are specific to each job and they include the mix of skills, experience and behaviours candidates will be assessed on. Technical/Professional Skills: Sound understanding of national counter fraud standards, and the SG’s Fraud Risk Management Framework, Scottish Public Finance Manual and application in the public sector in the Scotland and UK. Commitment to continuing professional development and awareness of new and emerging fraud threats, counter fraud insights and developments in the counter fraud profession. Experience: Proven track record in successfully leading, managing, and developing counter fraud and fraud risk management assurance and advisory services. Leading and supporting change at a team and organisational level, adopting a continuous improvement approach which contributes to the wider corporate responsibilities of the organisation. Ability to develop and maintain strong relationships, including the ability to translate complex counter fraud findings into meaningful insights for senior and specialist audiences, ensuring the service meets professional standards and engagement needs. Direct experience of undertaking or managing fraud/corruption investigations, either criminally or civilly, and/or whistleblowing investigations within a public sector setting.
