Salary 46,142 - 51,356 per annum – Permanent – Full time. 37 hours per week – Payroll Team – County Hall, Preston

By ensuring the smooth operation of payroll services, you’ll help maintain a motivated and supported workforce— enabling high-quality public services and contributing to our efficient and customer‑focused council.

As a Payroll Operations Manager, you'll be at the heart of a high‑performing team, driving service excellence and innovation for more than 35,000 employees in public sector organisations across the North West.


What you’ll be doing

* Leading and developing two dedicated teams to deliver accurate and timely payroll processing and service support.
* Managing payroll systems and ensuring compliance with legislation, internal policies and business plans.
* Driving service improvements and system developments, particularly within Oracle HCM.
* Building strong relationships with stakeholders and resolving complex payroll issues.


What we’re looking for

* An experienced payroll professional.
* Strong leadership and communication skills, with a focus on service quality and continuous improvement.
* Proven ability to manage change, implement system enhancements, and ensure compliance.
* Demonstrated ability to manage customer interactions effectively, including handling and resolving complaints to ensure positive outcomes.
