Join Our Team as a Campaigns and Resourcing Officer at Devon and Somerset Fire and Rescue Service!

Devon and Somerset Fire and Rescue Service, the largest non-metropolitan Fire and Rescue Service in England, has the opportunity for a Campaigns and Resourcing Officer to join our Community Safety - Prevention team based at our Service Headquarters in Exeter. This role is available as a 12-month fixed term contract to cover maternity leave. It is a full-time position (37 hours per week) that offers a competitive salary starting at £38,220 (gross) per annum.

As a Campaigns and Resourcing Officer you will be required to respond to challenging and changing community risks, including but not limited to dwelling fires, outdoor fires and accidental drowning, in a creative and proactive manner. The aim is to reduce deaths and serious injuries caused by preventable incidents in our Service area, through a targeted strategy and a scale of interventions ranging from broad universal prevention services working with our communications team, through to bespoke interventions for those requiring our specialist services.

You will plan, design, create, deliver and evaluate prevention interventions and campaigns that are evidence-led and target the most at-risk groups in line with the Service delivery plan and prevention team strategies and plans. These interventions will be designed to increase the adoption of safe behaviour by the public that will help to keep them and others safe. Use data analysis to ensure we are targeting our resources in the right locations and with the right people and protecting those most vulnerable and at risk in our communities.

You will supervise and oversee a team of Crew Managers and Community Safety Advocates with Casual ad-hoc contracts who deliver our Prevention interventions across the Service area.

Key Responsibilities

15. Understand how to use data led and evidence – based approach to promote, deliver and support both national and local campaigns. Understand how to use a variety of resources to best reach our target audience – including working with Wholetime and On-Call colleagues. Contributing towards effective partnerships to deliver our strategy, the post holder needs to ensure we are inclusive and reach those most at risk.
16. To possess a comprehensive understanding of the risks and issues (established and emerging) being faced by our communities in relation to community risk.
17. To develop and deliver effective, evidence based interventions using the latest industry and empirical evidence to ensure that we are reaching our target audience and creating positive outcomes in line with the Community Risk Management Plan (CRMP) and Prevention strategy.
18. To react appropriately to emerging risk patterns and trends including working with partners and using multiple data and intelligence sources to target demographic and geographic ‘hot spots’.
19. To oversee and actively engage in the day to day running of Crew Manager and Advocate staff and activities in line with Service policies and procedures. This includes managing recruitment, induction and training. You will be responsible for ensuring the Service has a sustainable pool of advocates to fulfil prevention duties across the Service geographical area.
20. To deputise in the absence of Road Safety and Community Risk Manager and to report directly to the senior prevention managers.
21. To plan, develop and deliver effective evaluation and feedback processes for all team interventions managed as part of the role. Including were required working closely with academic institutions and industry experts.
22. To provide relevant evaluation data and reports to senior prevention management, as required. Including quality assurance and evaluation of events to inform and improve future delivery.
23. To manage an effective relationship with Comms and Engagement team focusing on community risk reduction and engagement, delivering against the Service Prevention Priorities. Work to ensure events are targeted, resourced with suitable resources and literature, and suitably staffed.
24. To play a key role in coordinating partnership multiagency risk reduction events, including active collaboration with stakeholders and other emergency Services, MOP staff and volunteers. Responsibilities can include logistics, welfare, health and safety and coordination of all intervention- based activity.
25. To promote, develop and support partnership working with national and regional partnerships.
26. To work collaboratively with partners to ensure that we are using the best available intelligence and data around risk reduction to inform our priorities.
27. To ensure that relevant documentation including risk assessment and safeguarding are sent to delivery partners and departments prior to intervention delivery.
28. To manage resources appropriately ensuring effective, efficient, safe use and deployment.
29. To manage social media channels and websites for the purpose of prevention communication where appropriate working with corporate communications department to promote and assist in high priority projects.
30. To promote, deliver and support wider core community safety activities.
31. Adopt a person-centred resolution / outcome for local and national campaigns
32. To complete associated administration duties
33. Support the CS management team to promote community safety issues, campaigns, and events thereby supporting the service objectives.

This role will require a Standard DBS check to be completed.

43. In depth knowledge of intervention design and behaviour change, event organisation and communication skills.
