The role
We have an exciting opportunity for an experienced Pre Construction Planner (Civils) to join our established team based in Preston. You will lead the development and execution of tender planning/programming activities within the pre-construction team to enhance our ability to secure work and establish project controls and internal reporting from the tender stage. Ensuring tender-stage project delivery programs are fully developed and contractually compliant. You will also produce optimized programs in terms of resources, risk, and opportunity to submit our best value and most competitive tender. The role involves close liaison with Preconstruction & Project Teams, and occasional contact with clients and supply chain partners.
Our pipeline includes recent projects such as road schemes, bridge works, public realm, reservoirs, and general civil engineering schemes mainly in the North West, with project values ranging from £1m to £30m. Reporting to the Pre Construction Director, you will be an integral part of the preconstruction team.
Your key responsibilities will be to:
1. Lead the development of planning and programming activities within the pre-construction team to improve our ability to secure work and establish project controls and reporting from the tender stage.
2. Ensure project delivery programs are fully developed and contractually compliant.
3. Produce 4-6 tender-stage, NEC4 compliant, resourced programs per month and support the fulfillment of tender submissions.
What you’ll be doing:
1. Analyze tender documents and identify required program/planning responses and information to inform the program.
2. Develop methodology approaches for projects and guide the bid team.
3. Produce tender stage programs alongside estimators, focusing on submitting competitive offers.
4. Define work Breakdown Structures and Cost Breakdown Structures aligned with best practices and client requirements.
5. Create programs that are NEC compliant, including TRA, Float, Resources, Histograms, Critical Path, Costs (if applicable), etc.
6. Present tender programs to directors during tender settlement meetings.
7. Develop strategies for winning tenders, considering risks and opportunities, and input into R&O registers.
8. Write high-quality responses and narratives accompanying tender programs.
9. Discuss optimal phasing, approach, and methodology of works on site.
10. Align tender programs with operational requirements and incorporate feedback from operational teams.
11. Review tender programs prepared by other team members.
12. Review post-tender and post-contract project performances and incorporate lessons learned.
About You
You will be passionate about Civil Engineering, experienced across multiple disciplines, ambitious, detail-oriented, and possess excellent communication, organizational, and leadership skills with a customer focus.
Ideally, you'll have:
* An appropriate industry qualification (e.g., Degree or HND).
* Over 5 years of experience as a planner in civil engineering, with proven experience in preconstruction/tendering teams.
* Mandatory knowledge of highway, structure, and public realm projects; experience in industrial, energy, water, and waste projects is preferable.
* IT skills including ASTA Powerproject (mandatory), Primavera P6, and Microsoft Project.
* Understanding of NEC3/4 contracts and project management importance.
* Civil engineering and construction methods knowledge.
* Understanding of design processes, procurement, and project management.
* Strong communication skills, information management, and ability to work under deadlines.
