Band & Salary: Band 2A, £60,934 - £72,298 Brief Description To manage implementation of Network Rail’s occupational health, hygiene, and wellbeing strategy, you will be acting as the company specialist on aspects of occupational health, hygiene and wellbeing, providing assurance on appropriate strategies, policies, and controls to address risks and opportunities are being successfully developed and implemented. You will contribute to the undertaking and management of the technical governance and assurance within the occupational health, hygiene, and wellbeing field. About the role (External) About the team Technical Authority’s (TA) purpose is to support Network Rail's front line to deliver safe and efficient performance for passengers and freight. Our world-leading engineers and technical specialists provide technical leadership and specialist expertise, manage the National Control and Competence Frameworks, facilitate technical growth, and lateral learning and assure regional delivery. The Occupational Health, hygiene and Wellbeing (OH,H&W) Team lead the OH,H&W CP7 strategy and support the delivery of OH, H&W services provided by our third-party partners to all Network Rail employees throughout the UK. Leading and being a part of the team means you will be acting as the company specialist on aspects of occupational health, hygiene and wellbeing, providing assurance on appropriate strategies, policies, and controls to address risks and opportunities are being successfully developed and implemented. You will contribute to the undertaking and management of the technical governance and assurance OH,H&W remit. These attributes are vital to making a lasting difference to health performance across the organisation and wider railway industry. What does the average day look like? In an average day at Network Rail, you will lead on occupational health, hygiene, and wellbeing across our infrastructure and supply chain. You’ll provide expert advice on incidents, investigations, and risk management while guiding policy, standards, and assurance processes. You’ll manage and mentor the occupational health and wellbeing team, represent Network Rail externally, and drive the use of data and insights to inform strategy. Your work will also support new projects and methods of working, ensuring health and wellbeing are embedded from the outset. Alongside this, you’ll shape strategy delivery, engage with regulators and industry partners, and identify opportunities for innovation and improvement—helping us strengthen health outcomes and deliver safe, sustainable infrastructure. Who are we looking for? We are looking for an experienced leader in occupational health, hygiene, and wellbeing who can shape and deliver a far-reaching strategy across Network Rail’s Control Period 7 (2024–2029) and beyond. You will bring deep expertise in occupational health performance, with the ability to design frameworks, implement improvement plans, and use data-driven insights to enhance health outcomes across the rail industry. You will have strong leadership skills to guide a team of Senior Occupational Health Specialists, alongside the ability to influence and collaborate with a wide range of stakeholders, regulators, suppliers, and industry partners. Strategic thinking, policy development expertise, and a track record in driving measurable improvements—such as reductions in occupational ill health, industrial disease claims, and sickness absence—are essential. We are seeking someone who can balance clinical credibility with commercial acumen, ensuring our standards, policies, and supplier relationships deliver lasting value. Essential Criteria Essential • Essential Qualification – A Registered Nurse [or equivalent regulatory profession] with a post graduate Occupational Health qualification] and proven experience of Railway Occupational Health or similar safety critical work environment. • A sound knowledge of applicable policies, standards, and national legislation. • Experience in researching and delivering occupational health, hygiene, and wellbeing programmes in industrial domains. • Extensive experience of leading the application of occupational health, hygiene and wellbeing data insights, data systems and process developments. • Knowledge of safety management and health risk assessment processes. • Experience of managing a team of occupational health, hygiene, and wellbeing professionals. • Project and/or financial planning and management experience. Desirable • Registered on Part 3 NMC register – SCPHN – OH. • Advanced degree in Occupational health or related subject (MSc or equivalent). • Tactical and strategy level experience working in an industrial domain. • Recognised internally and externally as having extensive technical, theoretical, and applied knowledge in the industrial application of occupational health, hygiene, and wellbeing. • Knowledge of the railway industry, railway infrastructure and operational roles. • Formal Project Management qualification (e.g. APMP, PRINCE2, PMIP, MSP).
