Job Summary
We are seeking a dedicated and experienced Registered Service Manager to oversee the operations of our Supported Accommodation wing.
Reports to: Responsible Individual / Director
Location: Uxbridge, Hounslow & Southall plus other locations in the future
Contract: Full-time, Permanent
Salary: 40,000 to 50,000 plus performance bonus
Purpose of Role
The Registered Service Manager will be the Ofsted-registered manager for supported accommodation services for 16–17-year-olds. They will have day-to-day responsibility for ensuring that services are safe, nurturing, and compliant with the Supported Accommodation (England) Regulations 2023, Ofsted inspection requirements, and the organisation's values.
This role requires strong leadership, safeguarding expertise, and the ability to create environments that prepare young people for independence, while meeting their social, emotional, and practical needs.
Key Responsibilities
Compliance & Regulation
* Act as the
Ofsted-registered manager
, holding accountability for the quality and safety of the service.
* Ensure full compliance with the
Supported Accommodation (England) Regulations 2023

* Quality & Safeguarding Standards
* Leadership & Management Standards
* Support & Protection Standards
* Prepare for and lead Ofsted inspections, ensuring services consistently achieve high ratings.
* Maintain robust policies, procedures, and recording systems in line with regulatory requirements.
Safeguarding & Young People's Welfare
* Act as the Designated Safeguarding Lead for the service.
* Ensure safeguarding policies are rigorously implemented and all staff understand their responsibilities.
* Promote the welfare of young people, managing risks and ensuring young people are protected from harm.
* Ensure every young person has a personalised support plan focused on independence, education, health, and emotional wellbeing.
* Establish clear channels for young people's voices to influence how services are run.
Leadership & Management
* Provide strong, visible leadership to staff teams, ensuring a positive, safe, and accountable culture.
* Recruit, supervise, train, and develop staff, ensuring they are skilled to meet the needs of young people.
* Lead regular supervision, performance reviews, and team meetings.
* Ensure sufficient staffing levels and effective rota management.
* Build a culture of continuous improvement through reflective practice and feedback.
Partnerships & Engagement
* Work in partnership with local authorities, social workers, schools, health professionals, and other agencies.
* Attend placement planning, care planning, review, and safeguarding meetings as required.
* Promote positive community links and opportunities for young people to engage in education, training, and employment.
* Build strong relationships with commissioners and maintain confidence in the service.
Operational & Strategic
* Manage budgets, resources, and occupancy levels in line with contractual agreements.
* Ensure accurate and timely completion of records, reports, and notifications to Ofsted/local authorities.
* Analyse service performance data to identify trends, risks, and improvement opportunities.
* Contribute to the organisation's growth strategy by supporting new service development.
Referrals and Placement:
* Seek for the referrals and work with responsible individual to place young person in different provisions.
* Open the new provisions along with the management team.
* Liaise with local authorities to have better flow of young persons within the organisation.
* Apply the appropriate measures to safeguard young people as per their suitability assessment through impact risk assessment.
Person Specification
Essential
* Significant management experience in children's residential care, supported accommodation, or related settings.
* In-depth knowledge of the
Supported Accommodation (England) Regulations 2023
and Ofsted inspection frameworks.
* Level 5 Diploma in Leadership and Management for Residential Childcare (or working towards within regulatory timeframe).
* Strong safeguarding knowledge and experience managing complex safeguarding cases.
* Proven ability to lead and motivate staff teams.
* Excellent communication and partnership working skills.
* Ability to manage budgets and ensure efficient service delivery.
* Full UK driving license and access to a vehicle.
Desirable
* Experience of successfully leading services through Ofsted inspection.
* Background in supporting young people with complex needs, including care leavers, UASC (Unaccompanied Asylum-Seeking Children), and those with challenging behaviours.
* Knowledge of trauma-informed and restorative practice.
* Experience in commissioning processes and contract management.
