Job Summary/Purpose The Technical Director (TD) is a Board Member of the Regional Business and is responsible for technical input and delivery at all stages of a project life cycle. TD’s are responsible for the coordination of architectural and engineering design within the region. Their duties shall include the coordination and discharge of all necessary conditions attached to both the planning permissions and building regulation/warranty approvals for each scheme. They also hold the duties of “Principal Designer” for the purpose of the Building Safety Act (BSA). Primary Responsibilities Team Management Responsible for the performance of the team in delivering technical design and approvals required for all projects within the Region. Must be commercially aware working with established budgets to provide a cost-effective team performance. Ensure that all project meetings with other departments are arranged and managed in a timely and efficient manner, ensuring all relevant action points are noted and recorded (e.g. pre-distribution of information etc.). Building and structuring the team to deal with the volume and complexity of projects and ensuring this supports delivery of the business plan Ensure training and development of technical staff to continually improve performance. Responsible for the performance of the team in delivering technical design and approvals required for all projects in accordance with the business objectives and budget processes. Ensure valued input from all members of the technical team at key stages of the project lifecycle. Responsible for the management, submission and achieving planning consents. Ensuring that all technical staff are suitably trained in accordance with TW CDM and EMS Policy Ensuring that technical staff are engaged with the Technical Training Academy In conjunction with other Board members undertake monthly site visits Fulfil role of Principal Designer under CDM Communication Communicate well with staff, Department Heads, external consultants, and other bodies. Provide technical support to the Production Department during development of the sites. Provide technical support to the Land Department for scheme appraisals. Provide technical support to Sales in production of Brochures. Provide technical support to Commercial during procurement. Advise the Board of Directors on changes in technical matters and / or competitor’s product. Communicate with and influence the technical team and other regional departments Play an active role in communication and promotion of the business with external partners at a Political, Local Authority, Regulatory, Consultant and Contractors. Financial Accountability Must be able to set, manage, control and monitor budgets, professional fees, and staff costs. Must provide a cost-effective service, carefully controlling expenditure and regional overheads. Should be aware of corporate objectives and financial requirements, concentrating on providing forecast profits in line with regional expectations. Must manage all designs to ensure forecast Regional financial completion numbers are achieved. Must ensure that a value management strategy is in place for each project and that it maximises value and manages cost at every design stage. People Management & Leadership Must be able to communicate well at all levels internally within the Group and externally with public bodies. Will be a member of the Regional Management team. To directly manage the technical staff, promoting a strong team spirit and ensuring the Department is a key player in the performance of the Region. Need to build relationships with local authorities i.e., head of planning, building control, local members Establish relationships with contractors i.e., groundworkers Business Development Strategy Should effectively use resources, programme and prioritise work to ensure that delays do not occur throughout the life of the project from feasibility to site completion. Should understand the corporate vision and strategic policies. Must programme all work to ensure the Region’s approved forecasts are achieved Management of Change The Technical Director must provide value-engineered solutions to problems encountered and encourage innovation and constant development within their team. Principal Designer Duties (BSA) Set the plan for achieving design work compliance Control changes to the plan, and monitor risks to design work compliance Co-ordinate matters relating to the design work, to ensure that all reasonable steps are taken to make sure the building, if constructed to the design, complies with all relevant requirements of the building regulations. Demonstrate competency around the necessary skills, knowledge, experience, and behaviors to fulfil their role, including ensuring the competence of their team. Monitor progress against the plan to the end of the design phase. Liaise and share with the principal contractor and other duty holders to achieve design work compliance and to ensure effective communication and cooperation throughout the project. Keep a record of designers and their responsibilities across a project. For HRBs, establish processes to create the “Golden Thread” repository and support a Mandatory Occurrence Reporting system, ensuring that any safety issues are promptly reported and addressed. Provide a signed compliance declaration within five days of completion of the design work, confirming that all responsibilities have been fulfilled. Leadership Will be a member of the Regional Management team. Will directly lead the technical staff, promoting a strong team spirit and ensuring the department is a key influence in the performance of the Region. Will drive a culture of continuous improvement and maintain a focus on Health Safety and Environment. Fulfill the role of Principal Designer under CDM. Full compliance with corporate governance/company rules and guidance as per the Operating Framework. Development Strategy Will inform and influence the regional budgeting processes and business objectives. Will effectively use resources, programme and prioritise work to ensure that delays do not occur throughout the life of the project from feasibility to site completion. Will deliver corporate vision and strategic policies through the operation of the technical team. Responsibility and commitment in delivering corporate strategies I.e., Net Zero Transition Plan, Environment Strategy, Zero Waste Strategy. Monitor CDM compliance throughout the Business Unit Deliver Design Quality Be responsible for the delivery of design that meets customer and stakeholder expectations, delivers value, supports placemaking, maximises plot efficiency and revenue. Must drive a culture of quality design information for the benefit of the business. Influence the delivery of quality design during the lifecycle of the project for the benefit of all customers. Experience, Qualifications, Technical Requirements Preferably experience in housebuilding Ability to lead a large team High degree of skill in negotiating and influencing Legislative and Regulatory Knowledge, particularly the building regulations. Planning and Management – ability to plan, manage and monitor design work to ensure it meets safety standards Co-ordination and communication – effective communication and coordination with other Designers and Contractors to ensure all design elements comply with regulations.
