Job Description
RLG is seeking Contract Administrators for the Windsor Location. The Contract Administrator will perform the following duties in order to plan, coordinate, and complete assignments for the inspection, collection, analysis and reporting of residential Blue Box materials. Initially, in this role you will be supporting the pre-transition efforts for the province-wide Common Collection System (CCS), slated to begin July 1, 2023. After which, you will be supporting the RLG team with contract compliance.
Key tasks and processes include, but may not be limited to:
1. First point of contact with Receiving Facility(ies) and Eligible Community Contractors(s)
2. Create, modify, complete, and file compliance checklists that verify all contractual obligations are being satisfied
3. Complete data analysis and reconciliation of contractor data and submit invoices accordingly
4. Request, receive, review, and file all compliance documents by contract deadlines
5. Identify, communicate and resolve contract deficiencies/violations in a timely manner
6. Follow up and document deficiencies/violations and resolution(s)
7. Escalate issues that cannot reasonably be addressed to RLG management
8. Maintain all documents related to the contract(s) in a centralized filing system
9. Provide support and training to Receiving Facility (RF) and Eligible Community (EC) Contractor(s) to ensure contract compliance and data reporting requirements are satisfied
10. Complete data analysis, reconciliation, identify errors and ensure corrections are made by the EC Collection Contractor(s) in a timely manner
11. Input data into centralized systems as required
12. Identify, assess, and report risks, issues, concerns, and opportunities for improvement for consideration by RLG Management
13. Ensure all compliance documents are requested, received, reviewed and filed by contract deadlines
14. Respond to and coordinate emergency and contingency issues, where necessary
15. Oversee the collection, preparation, storage, and shipment of material samples to a centralized RLG auditing facility
16. Oversee the delivery of blue box materials from all EC sources to the approved RF
17. Undertake regular site visits and physical inspections of RFs
18. Ensure contract compliance at the approved RF with regards to wait times, weigh scale protocols, tipping procedures etc.
19. Comfortable driving/travelling in inclement weather throughout Ontario
20. Comfortable working around large equipment such as front end loaders, skid steers, transport trucks etc.
21. Willing to work outside in all weather conditions at a waste management facility
22. Willing to work outside of normal business hours, as overtime, as required
23. Other duties as assigned
Your Experience:
* Minimum 3 years operational contract administration and compliance experience
* Minimum 2 years of proven experience meeting deliverables while working remotely at various locations
* Project Management experience would be considered an asset
* Proven experience working in an operational environment with tight deadlines
* Experience with data analytics, logistics, waste management service delivery, contract management, project management and communications
* Experience performing program audits, identifying deficiencies, and recommending corrections
* Knowledge of various municipal, provincial, and federal legislation (e.g., Occupational Health & Safety, Environmental Protection, by-laws etc.)
* Experience working in the waste management industry considered an asset

* Competent when working independently, and within teams
* Capable at working with high efficiency and accuracy, under time pressures
* Confident in the Microsoft Office environment
* Self-confident, with outstanding communication skills and a “hands-on” mentality
* Take a collaborative approach while effectively managing relationships with proven experience working in a cross-functional team structure
* Willingness to travel within a geographical area(s) of the province several times per week
* Valid Ontario driver’s license (G class) and acceptable driving record
* Ability to speak French would be an asset
