About the RoleHays is recruiting for a Programme Investment Appraiser to support a major project within a local council. This role provides independent appraisal and assessment of Business Cases and Change Requests for investment projects across Transport, Innovation, and Regeneration, as directed by the Programme Investment Appraisal Manager.You will produce comprehensive Risk and Investment Appraisal Reports, making informed judgments on:
Alignment of proposals with the council's Strategy, Policy, and Objectives
Compliance with the Single Assurance Framework (SAF), Government requirements, and HM Treasury Green Book (5 Case Model)
Value for Money (VfM) and the need for public sector investment
Affordability, commercial viability, and deliverability
In forming these judgments, you will assess project and strategic risks, mitigation measures, and opportunities.
Key Responsibilities
Produce detailed Risk and Investment Appraisal reports highlighting risks, issues, and delivery capability.
Identify programme and strategic risks and ensure they are captured in appropriate risk registers.
Work closely with Risk Managers to escalate risks impacting the strategic objectives.
Operate within a Project/PMO environment, ensuring compliance with governance frameworks.
Skills & Experience
Experience in risk management and investment appraisal within complex programmes.
Strong understanding of the project lifecycle from initiation to implementation.
Ability to communicate, influence, and resolve issues across all organisational levels.
Excellent verbal and interpersonal skills for briefings and presentations.
Exceptional written and analytical skills to summarise complex information clearly.
