The Programme Manager will lead the implementation and delivery of a range of high-profile programmes and workstreams across the organisation in collaboration with colleagues and partners, to address workforce challenges in Planned Care.

Acting with the highest level of autonomy the postholder will be expected to be the strategic lead for managing complex programmes which impact across the organisation. Guided by national policy and reflecting the needs of NHS Wales, the Programme Manager will develop and progress plans to address workforce challenges in Planned Care. This forms a key work programme for HEIW and will also support the workforce deliverables for the respective national programmes in these areas.

Working within a programme management framework, the postholder will deliver a robust programme of workforce transformation, development, and education and training. This will include the creation of detailed implementation plans, proactive risk and issue management, performance monitoring, and benefit realisation.


Main duties of the job

The postholder will be responsible for leading and managing a range of strategic programmes and projects to support workforce transformation across planned care.

Work with stakeholders and national organisations to identify, agree, and support the implementation of creative workforce solutions that improve clinical practice and service delivery.

Co-ordinate and deliver workstreams across the broad programme of work, developing and maintaining a comprehensive project plan, managing the programme budget, and ensuring objectives/work is achieved within budget and a consistent way.

The postholder will be responsible for developing a stakeholder engagement and management plan and building relationships with colleagues across NHS Wales including the Strategic Programme for Planned Care, professional groups, and a range of external and internal stakeholders within HEIW.

The postholder will maintain a strategic focus on planned care, horizon scanning and understanding best practice in order to influence workforce development within HEIW.

Person Specification


Qualifications

* Educated to Masters degree level or equivalent experience
* Evidence of recent CPD
* Project and/or Programme management office qualification
* Understanding of Welsh Government, NHS Wales and organisation's principles and standards of governance
* In depth knowledge of planned care policy and/or service management


Experience

* Experience of management and managing successful projects at a senior level
* Significant experience of successfully delivering change projects in complex and challenging programme environments
* Experience of producing high level reports, policies, plans, business cases and strategies
* Experience of effective stakeholder working with external bodies
* Experience of working within the NHS
* Previous experience of workforce transformation/development


Skills

* Highly developed interpersonal and communication skills
* Track record of complex problem solving in a project management environment
* Ability to analyse and interpret complex data sets
* Highly developed negotiation and influencing skills
* Ability to organise own workload and that of a team
* Advanced IT skills in a range of desktop applications e.g., Excel, Power BI
