Working as part of the newly formed Policy and Delivery Team, the Policy Officer will lead policy, development and delivery with a wide range of services and partners. The successful candidate will join the team at an exciting time as the Council and Fife Partnership move into a period of ambitious change and improvement. The successful candidate will take the lead on key areas of policy, monitoring and advising on opportunities and improvement, planning approaches and systems, developing partner solutions for delivery and tracking outcomes. This is an influential position that will help shape the future of Fife’s public services and make a positive contribution to people’s lives.
Key tasks include:
1. Developing, managing and communicating innovative, progressive policy
2. Horizon scanning, benchmarking and identifying new possibilities
3. Proactively prompting and supporting continuous improvement
4. Advising and influencing colleagues, partners and stakeholders at all levels
5. Carrying out policy reviews and evaluating the effectiveness and impact of interventions
6. Delivering diverse range of projects and programmes of work with others
7. Creating engaging, visual and informative reports, presentations and other materials
8. Analysing data and metrics to inform further policy approaches

The team works on a hybrid basis - working from home, in the community and on a regular basis from Fife House and other council buildings.
The Person
Professional, flexible, supportive and open to the opportunities of change, the candidate will have:
9. Policy, planning and business change management experience
10. Track record in using policy improvement methodologies such as service planning and performance reporting and policy development and evaluation
11. Ability to effectively collect, analyse and interpret data and information and develop/present solutions and engaging reports
12. Project planning, delivery and excellent communication skills
