Deputy Operations Director (Obstetrics, Gynaecology, Neonatology)

An exciting opportunity has risen for Deputy Operations Directors in OGN Directorate.

This post holder will be professionally accountable to the Operations Director, with a specific remit that will be agreed and reviewed according to the priorities across the care group.

The role will primarily focus on:

* Embedding an improvement approach to the way the Care Group (OGN) is led.
* Providing senior leadership and management support to the Directorate leadership teams.
* Formally deputising for the Operations Director.
* Supporting the Directorate management teams in all aspects of business and service management in order to achieve the activity levels, quality and performance standards.
* Ensure and model best practice in relation to the management of the day to day operational services with a focus on process improvement, standardisation across services and the use of business intelligence.


Main duties of the job

* Lead and manage the Care Group in partnership with the Clinical Director and Midwifery Director whilst sustaining effective working relationships with the consultant medical staff, and senior midwifery/nursing team.
* Responsible for ensuring that the operational and financial requirements of the Care Group are effectively managed and co-ordinated.
* Work with the Management Team to formulate and agree business plans, capacity plans and objectives including delivery of P&E.
* Develop patient focused services, identifying future financial, capital and workforce requirements and ensuring that contractual, financial and performance targets are met.
* Manage processes to monitor activity and financial performance and take corrective action as required.
* Responsible for the provision of user-friendly, relevant and timely data to clinical and non-clinical teams to challenge current service delivery, improve performance, and map performance against agreed metrics.
* Implement and develop frameworks to support continuous improvement and innovation, delivering efficient and effective care pathways to improve patient outcomes and minimise hospital stay.


Person Specification


Qualifications

* Educated to degree level or equivalent experience
* Demonstrable commitment to continuing personal development
* A master's degree or a post-graduate qualification in management and/or able to demonstrate equivalent learning and practice
* NHS Graduate Management Training Scheme or similar NHS Leadership Academy/King's Fund or equivalent leadership development programme


Experience

* Experience as a Service Manager or Head of Service in an NHS acute hospital setting
* Leadership experience, including the delivery of team objectives, team and individual appraisal, recruitment, managing attendance and disciplinary issues.
* Experience of developing models and initiatives related to patient/service capacity and demand management
* Excellent knowledge and sound experience of managing, monitoring and controlling complex income and expenditure budgets.
* Experience of financial planning and the design and delivery of cost improvement programmes
* Ability to negotiate and influence staff at all levels of seniority, including engagement in difficult decisions
* Demonstrable project management experience and deliveryExperience of leading the development and implementation of strategic service plans
* Experience of working as a Service Manager or Head of service within an acute surgical service
* Extensive experience of preparing and presenting complex information, written and verbal to a range of audiences
* Demonstrable commitment to continuing professional development, proactively seeking out new learning opportunities
* Understanding and experience of Quality Management Systems
* Experience of managing the delivery of 18 week RTT and cancer targets
* Training in structured project management


Skills and Knowledge

* Highly numerate, confident manipulating and interpreting data.
* Excellent oral and written communication skills.
* Excellent interpersonal skills and the ability to work proactively and cooperatively with senior management, clinical staff and other staff all levels
* Proficient in the use of IT packages (Word, Excel, Powerpoint)
* Skilled in acquiring and analysing hospital data from multiple sources (including referral rates, clinic utilisation, 18 week RTT and inpatient flow).
* A clear understanding of the use of performance metrics to drive improvement
* A clear understanding of confidentiality when dealing with matters relating to staff and patients
* Excellent organisational skills and an ability to prioritise an unpredictable workload with frequent disruption.
* Flexible approach to working practices
* Demonstrable self-awareness, an understanding of impact on others and ability to manage self and maintain professional conduct in difficult and challenging situations
* Demonstrable leadership skills and the ability to motivate and inspire others while demonstrating honesty, integrity, fairness and tenacity.
* Enthusiasm and ability to seek out and resolve problems in order to improve patient care.
* Ability to cope with ambiguity and working in a changing environment
