Location: Chichester, West Sussex (Hybrid Working Across Authority Areas)
Pay Rate: £724.37 per day PAYE or £1,000 per day Umbrella
Contract: Interim (24–30 Months)
Hours: 37 Hours per Week
Seven Resourcing are recruiting for a senior-level Director of Local Government Reorganisation to lead a major transformation programme across West Sussex. This is a high-profile interim local government leadership role, offering director-level daily rates and the opportunity to shape the future structure of local government services.
This strategic post will provide leadership across a complex Local Government Reorganisation (LGR) portfolio, ensuring a safe, legal, and well-managed transition to new governance arrangements.
The Role – Director of Local Government Reorganisation
As Director of LGR, you will provide overall programme leadership for the West Sussex Local Government Reorganisation agenda. Reporting to the Senior Responsible Officer and Joint Chief Executives, you will oversee multiple transformation workstreams and ensure effective governance, financial oversight, and service continuity.
This opportunity is ideal for experienced local authority directors, transformation leaders, and senior programme directors with expertise in:
Local Government Reorganisation (LGR)
Public sector transformation
Corporate governance and constitutional change
Financial strategy and Section 151 collaboration
TUPE and workforce restructuring
Service integration and organisational design
Key Responsibilities
Provide strategic leadership for the Local Government Reorganisation programme
Establish strong governance frameworks and programme management structures
Ensure compliance with statutory, legal, and financial requirements
Oversee key workstreams including Legal & Governance, Finance, HR & TUPE, Digital & Data, Communications, Assets, and Service Integration
Lead engagement with elected members, senior officers, and partner agencies
Manage risk, budget oversight, and programme delivery milestones
Build sustainable foundations for future unitary or reorganised local authority structures
Ensure business continuity and service stability throughout transition
Requirements
Leadership of large-scale public sector transformation or local government reorganisation
Delivery of complex programmes within multi-authority or portfolio environments
Experience working closely with elected Members and Chief Executives
Organisational redesign, digital transformation, and workforce restructuring expertise
Strong financial management and commercial oversight
Large-scale stakeholder engagement across complex political environments
