Job Description Job Profile – Education Directorate Work package Programme Lead- Inclusion Contract end Date: 31st March 2026 Date created: May 2025 About the Job To lead on the design, development and delivery of a range of service workstreams for families or children and young people which will secure good outcomes for all Gloucestershire residents and ensure services provide excellent value for money. These workstreams will be driven by both local priorities and national policy reforms through the DfE SEND and Alternative Provision Change Programme The postholder will be allocated a specific set of assignments as outline at the end of this profile. It is expected that some flexibility will be required as local and nation priorities evolve. The post holder is required to be able to demonstrate the behaviours defined in the Council’s competency framework for leaders and senior managers. This is what we need you to do 1. Provide credible leadership and proactively remove barriers to effective working across the directorate. 2. Communicate and influence by acting as a role model for effective communication, developing and maintaining a strong customer focus culture. 3. Build relationships by promoting the Council and its policies positively through partnership working and through any contact with external media. 4. Realise potential by ensuring that systems and policies are in place to create a culture of learning and sharing of knowledge across the directorate and its partners. 5. Provide clear vision, direction and innovation for the relevant assignments in order to shape current and future strategies for service delivery. 6. Champion and respond to the need for change by inspiring and developing an environment which thrives on challenge of the status quo and effectively leading change in direction and thinking 7. Harness diversity by recognising the importance of fully understanding the diverse community of employees within the Council and also within the communities they service 8. Make effective decisions, taking in wider perspectives and looking longer-term to formulate strategies that guide the organisational vision, being skilled in political and stakeholder consultative decision-making. 9. Achieve results by identifying the key areas of development required to achieve the assignment objectives and to resolve potential barriers and conflict. 10. Achieve results through effective monitoring and evaluation of assignment progress towards milestones and objectives, ensuring everyone has clear performance standards, encouraging excellent performance and tackling poor performance. 11. Managing resources by ensuring quality and value for money in delivering the assignment objectives. Special Conditions · The post will involve working out of normal office hours at times, · The post may involve travel in the county. Monitoring and ongoing development of outcomes Outcome based targets for the assignments will supplement this job profile. The job profile will be subject to regular review and the council reserves its right to amend or add to the accountabilities listed above. The ideal candidate will have Experience · Leadership experience in sectors which have lead to positive outcomes for children, young people and families with SEND. · Experience of effective working across organisational boundaries and use of influence within multi-agency settings which has led to improved outcomes for children, young people and families · Experience of implementing strategies for service development which has led to quality improvement · Experience or developing/leading changes in services and/or policies that have lead to service improvements · Experience of managing high performing and creative teams and services and successful experience of managing the range of personnel issues · Experience of substantial successful financial management · Experience of effective partnership work with parents, children, young people and families or institutions to develop and improve service provision · Experience of working within a political framework and briefing elected members Knowledge, Skills and Understanding · Wide knowledge and understanding of national policies and the legislative framework affecting children, young people and families, and the wider local government and how these apply to local service developments · Good knowledge and understanding of local needs and priorities of children, young people and families and how the organisation needs to respond · Specific knowledge and experience of strategic and operational working in the area of accountability for the role · Knowledge of Project/Programme management · Negotiation skills · Political sensitivity · Ability to influence corporate strategies and plans Behavioural attributes · Demonstrates Gloucestershire Leader/Employee Behaviours. Education & Qualifications Essential · Relevant management qualification or training · Educated to degree level · Relevant professional qualification in service to Children and Young People There are also a number of generic requirements that are applicable to all employees within the Council. There can be found at the following link: Assignment Allocation: Assignment Area: Accountabilities: Specific Tasks: Provide leadership and oversight of the DfE Delivering Better Value project workstreams Reporting to the Assistant Director of Education you will: · Lead the successful implementation of Gloucestershire’s Whole School SEND Inclusion Programme. · Ensure that all elements of the programme are co-produced with key stakeholders, but particularly parents and carers and schools. · Work with the senior project manager to plan the timely delivery of the programme. · Manage the contract with Ambition Institute to ensure the effective design, coproduction and delivery of the training programme. · Manage the induction of SEND improvement advisers. · Work with the leadership team to ensure that capital and revenue funding is identified and delivered effectively to support the programme. · Lead engagement with the schools that are involved in the programme to assess and review their ability to access wider multi-agency services to support SEND and Inclusion. · Report on progress of the programme as required by GCC and the DfE. Change Partnership Programme Phase 2 – Development and mobilisation of identified elements of the Local Area Inclusion Plan · To manage agreed elements of GCC’s response to phase 2 of the SEND and AP change programme. It is expected that these will align with the priorities for the whole school SEND and Inclusion programme. · Manage agreed elements of the GCC implementation plan for phase 2 of the SEND and AP change programme. · Align, where appropriate, priorities for the SEND and AP change programme with the DBV programme. · Activity will be co-produced with parents and carers and education providers and will take account of children and young people’s voice. · Work with the SEND and AP change programme manager to support DfE and Local reporting requirements.
