We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation, issue resolution, and barrier removal, ensuring alignment with business cases and value for money.
We seek someone with a strong track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investments.
Key Tasks include:
* Understanding the financial and economic justifications underpinning the programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives, owning change control processes.
* Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value.
* Managing queries from senior stakeholders and delivering regular reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring compliance with governance and assurance requirements.
* Supporting business management through whole life cost allocations.
The Team
The Digital, Innovation, and Programmes team oversees the Digital Strategy implementation, shaping the delivery of digital services that transform regulation. You will work in a multidisciplinary team alongside Defra shared services and third-party suppliers to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Experience and Skills Required
Beneficial but not essential:
* Experience in fast-paced, dynamic programmes
* Proficiency in Microsoft products (Excel, SharePoint, PowerBI, etc.)
* Experience managing complex financial data
* Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL
* Procurement experience, including purchase order raising
* Experience with business cases, EA and Defra approval routes, and change control processes
* Experience in digital programmes (helpful but not essential)
* Knowledge of governance around spend control and assurance processes
* Ability to lead and engage stakeholders, driving innovation and best practices
