Job Title: Senior Management Accountant
* Full-time, 37 hours per week, Monday - Thursday 08:40am - 17:00pm, Friday 08:40am - 16:00pm
* £31.20 per hour
* Office working in Kidlington with hybrid options
* Working for the Thames Valley Police Force
* Temporary role until at least the end of December 2025
Job Description
The overall purpose of the role is to take complete ownership of the end-to-end financial management of force projects, including reporting, policies, and procedures. Own and manage all aspects of capital policy, budgeting, and reporting.
Key Accountability Areas
1. Deliver monthly project reporting to business units, governance boards, and corporate finance, highlighting risks, issues, and opportunities to inform decision-making.
2. Work with Project Managers to ensure all projects maintain robust financial forecasts, projections, and follow project and capital accounting methodology, adhering to the capital strategy for strategic planning.
3. Lead in the business case process to ensure compliance with financial standards, providing sufficient information for investment decisions, and having ultimate financial sign-off responsibility.
4. Maintain and update the fixed asset register to facilitate year-end close and ensure compliance with capital policy and standards.
5. Manage the Medium Term Capital Plan (MTCP) aligned with strategic objectives, preparing budget papers, monitoring reports, funding recommendations, and cash flow information.
6. Develop, enforce, and periodically update the force’s capital policy and procedures, providing training as necessary.
7. Lead the external annual audit regarding capital and project expenditure, managing relationships with auditors and providing required documentation and evidence.
8. Collaborate with Procurement and Business Leads in preparing tenders and procurement proposals, ensuring compliance and value for money.
9. Perform other duties as assigned by senior management.
Expertise Required
CCAB Qualified Accountant with experience in partnering with business units, project and capital accounting, and understanding project management methodologies.
Strong relationship-building skills, stakeholder communication, and influencing abilities, with excellent presentation skills to interpret complex financial data clearly.
Advanced skills in Excel and information systems, creative and lateral thinking, problem-solving, and the ability to work under pressure and manage staff effectively.
