Contract Works Officer - Garage Voids & Lettings Permanent Grade C - £35,412 - £44,075 Consultation grade - subject to formal evaluation under the Pay Equity Review Working 36.5hrs hours per week About the Role The Garage CWO will be responsible for the inspection, diagnosis, specification, issuing and sign-off of repairs and improvement works relating to Occupied & Void Garages and Garage sites/forecourts across Birmingham: Structural and responsive repairs Capital investment works Demolition and disposal programmes Health & safety compliance issues Customer reported defects and hazards The postholder will work closely with Housing Managers, Garage Officers, contractors and repairs partners to ensure garages are safe, lettable and maintained to the required standard: Monitor contractor performance, quality of works and compliance with contractual standards. Hold contractors accountable for poor performance, delays, quality failures and non-compliance. Apply liquidated damages and contractual performance measures where appropriate. Inspect and sign off completed works to minimise recall failures and ensure value for money. Investigate breaches of garage licence terms and conditions impacting garage sites and neighbouring residents. Pursue recharges to garage licence holders for clearance, damage, enforcement or remedial works resulting from breaches of licence conditions. Work collaboratively with Housing Management and enforcement teams to improve site standards and customer satisfaction. This is not an administrative role. The successful candidate must be technically competent and confident making decisions relating to repair liability, structural condition, contractor performance and financial control. Key Responsibilities Carry out technical inspections of garage voids and occupied garage sites Diagnose building and structural defects Prepare schedules of work and issue repair works orders Manage and monitor contractor performance on site Sign off completed works and ensure quality standards are achieved Reduce recall failures through robust quality control and technical oversight Manage customer reported repairs requiring inspection Support delivery of garage capital works and investment programmes Manage garages previously identified for demolition or disposal Assess repair viability versus demolition recommendations Ensure void garages earmarked for demolition are appropriately managed and secured Monitor expenditure and ensure works remain within budget Ensure compliance with health & safety, CDM and building regulations Provide technical advice and reports to management Support service improvements and new ways of working within HMRI About You You will have: Experience diagnosing building and structural defects Experience managing repairs contractors and works programmes Knowledge of responsive repairs, voids and property maintenance Strong organisational and communication skills Experience preparing schedules of work and technical reports Ability to manage competing priorities across a large geographical area A proactive approach to problem solving and service improvement A high level of IT literacy and confidence using multiple systems simultaneously within a fast-paced operational environment. Strong working knowledge and proficiency in NEC Northgate Housing systems, including raising works orders, reviewing repair histories, managing voids workflows and updating technical records. Ability to accurately maintain records, monitor contractor performance and analyse repair and performance data using IT systems and Microsoft Office applications. Building maintenance or construction related qualification, or equivalent technical experience Experience within social housing, garages, voids or asset management environments would be advantageous. Working Arrangements This role is primarily office and site based agile working across Birmingham. Due to the operational and inspection-based nature of the role, this is not a home-working or hybrid work from home post. The successful candidate will be expected to regularly attend garage sites, inspections, contractor meetings and office locations as required by the service. A full UK driving licence and access to a vehicle is desirable. Due to the operational nature of the role, the successful applicant will be required to travel across Birmingham using their own vehicle for business purposes, maintain appropriate business insurance and claim mileage in line with Council policy.
