QHSE Compliance Manager 1. Role Purpose The QHSE Compliance Manager plays a critical role in ensuring that all quality, health & safety, and environmental requirements are in place for the successful mobilisation of a new cleaning contract. This role ensures that operational teams, sites, and staff are fully compliant, risks are controlled, documentation is in place, and the incoming team is trained and prepared to deliver safe, high-quality cleaning services from day one. 2. Key Responsibilities Health & Safety Compliance Ensure all H&S requirements for mobilisation are met, including risk assessments, method statements, and site safety files. Conduct site inspections to assess hazards, safe working practices, welfare provision, and site set-up readiness. Oversee completion and distribution of contract-specific RAMS and COSHH documentation. Verify that all equipment is safe, compliant, PAT-tested (if required), and suitable for contract needs. Support incident reporting procedures and promote a strong safety culture. Quality & Standards Develop and implement a mobilisation quality plan aligned with contract KPIs and SLAs. Conduct quality audits across mobilisation sites and report findings with improvement actions. Ensure cleaning specifications, frequencies, and service levels are clearly documented and deployed. Support operational teams with SOPs, cleaning standards, and best-practice processes. Monitor and evaluate early performance against quality benchmarks. Environmental Compliance Ensure environmental requirements are met (chemical storage, waste handling, sustainability practices). Verify compliance with client and company environmental standards. Support implementation of eco-friendly cleaning processes where applicable. Training & Competence Support mobilisation training by ensuring all operatives receive: H&S inductions COSHH training Equipment and machinery training Accident reporting guidance Validate competency levels prior to go-live and provide coaching where required. Maintain accurate training and competency records. Documentation & Reporting Produce mobilisation compliance reports, risk logs, audit findings, and status updates. Maintain all QHSE documentation in accordance with company policies and legal requirements. Support the creation and delivery of client-facing compliance presentations. Track mobilisation actions and ensure timely close-out. Mobilisation Support Attend mobilisation planning meetings to coordinate QHSE deliverables. Participate in pre-start meetings, client walkthroughs, and safety briefings. Support TUPE, onboarding, and workforce integration from a compliance perspective. Liaise closely with HR, Operations, and Training Teams to ensure cohesive mobilisation delivery. 3. Key Skills & Experience Required Essential Strong working knowledge of QHSE in cleaning, facilities management, or soft services. Experience in contract mobilisation or supporting major operational transitions. Demonstrable experience conducting audits, inspections, and risk assessments. Knowledge of COSHH, H&S legislation, accident investigation, and compliance frameworks. Ability to produce high-quality reports and documentation. Strong communication and stakeholder management skills. Confident working across multiple sites. Desirable NEBOSH General Certificate or equivalent (minimum IOSH Managing Safely). Experience with CAFM, audit tools, or digital compliance systems. Knowledge of ISO standards (9001, 14001, 45001). Background in commercial cleaning compliance mobilisation. 5. Working Requirements Temporary contract for the duration of mobilisation (typically 3 months). Flexibility to work early mornings or evenings to meet shift patterns. Travel across mobilisation locations. Must hold a full UK driving licence (desirable depending on contract). Location: Dartford, London Salary: £50,000 Please note, This is a Fixed Term position for a 3 month role, this is the annual salary and all roles are interim only.
