Role Purpose
We are seeking an experienced HR & OD Business Partner to deliver a high-quality, proactive HR service across the Council, with a focus on supporting the Housing Division. This is a strategic role responsible for leading complex employee relations casework, driving organisational change, and developing HR policies that support service delivery and organisational performance.
Key Responsibilities
* Provide expert HR advice and support to managers and directors, managing complex employee relations casework through to resolution
* Lead on organisational change initiatives, including restructures and TUPE processes
* Develop, implement, and review HR policies in line with current legislation and best practice
* Support senior leadership teams, including preparing reports and attending management meetings
* Build strong relationships with stakeholders, including trade unions, to support effective partnership working
* Line manage staff and contribute to the continuous improvement of HR services
* Monitor service delivery against KPIs and Service Level Agreements (SLAs)
* Ensure compliance with employment legislation, council policies, and procedures
About You
* Proven experience in managing complex employee relations casework within a large organisation
* Strong understanding of employment law, HR best practice, and organisational change
* Experience of influencing and advising senior stakeholders
* Excellent communication, organisational, and problem-solving skills
* Ability to manage competing priorities and deliver results under pressure
* Experience of developing and implementing HR policies
* Strong leadership and people management capability
Essential Requirements
* Degree and/or membership of the Chartered Institute of Personnel and Development (CIPD), or equivalent experience
* Evidence of continuing professional development (CPD)
* Willingness to travel as required
