Risk Officer
Job Introduction
Bradford Finance is undergoing significant change and investment. Having been under-resourced for a number of years, it is now entering a new phase of development and strategic focus to support the Council’s ambitious plans.
A recent restructure has created four key teams: Management Accounting; Corporate and Strategic Finance; Projects, Systems and Commercial; and Internal Audit, Risk, Business Development and Improvement. This includes increased capacity and investment in training and development.
During 2025, a new service plan will be developed, focusing on delivering financial literacy across the organization and enhancing the impact of the Finance team to support the Council’s strategic and financial sustainability goals.
The team has recently contributed significantly to achievements such as:
* Lifting the Best Value Notice by February 2025, an unprecedented achievement.
* Positive CIPFA review on Bradford’s progress towards financial sustainability.
* Early completion of the 2025/26 budget.
* Closure and audit sign-off of the 2022/23 and 2023/24 accounts with unqualified opinions.
* Positive half-year report by the Council’s Independent Board.
The Role of Risk Officer
This new role supports the council’s risk management development. It is vital for delivering top-tier risk management practices and fostering a culture of continuous improvement. It offers an opportunity to make a meaningful impact in our vibrant city.
The successful candidate will support the risk manager in developing risk strategies, training, and software enhancements.
Main Responsibilities
* Support risk and insurance arrangements with the Risk and Insurance Managers.
* Contribute to developing risk management and loss control strategies.
* Assist and deputize for the Risk Manager in leading risk management efforts.
* Advise senior management on risk systems and procedures.
* Review risk management strategies annually.
* Manage the corporate risk register and report on risk management progress.
* Coordinate risk registers across departments and ensure consistency.
* Research best practices in risk management and provide guidance.
* Handle complex, sensitive matters and propose creative solutions.
* Represent the council at forums and maintain professional relationships.
* Promote professionalism, integrity, and a culture of fairness and inclusion.
* Organize and participate in training to improve risk management skills.
* Raise awareness of governance and risk management across the council.
