Role overview
We are seeking an HR Adviser to join Bolton Council's Human Resources team on a fixed‑term basis to cover a secondment. The role is key to delivering a high‑quality HR service to the Chief Executive’s Department.
Responsibilities
* Act as a trusted first point of contact for managers and employees, providing specialist HR advice and guidance.
* Support a wide range of HR matters, interpreting and applying employment legislation, policies, and terms and conditions to resolve issues and support sound decision‑making.
* Contribute to complex areas of work, including organisational redesign and restructures, TUPE processes, and high‑level employee relations casework.
Qualifications and experience
* Designated customer facing role under the fluency duty, requiring a specified level of spoken English.
* CIPD Level 5 qualified with experience in an HR advisory role.
* Self‑motivated, professional, approachable, and able to work effectively in a fast‑paced environment where priorities can change quickly.
* Strong organisational skills, attention to detail, excellent ICT skills to manage, analyse, and respond to data and information requests.
* Strong communication and negotiation skills, with ability to influence and build effective working relationships.
* Sound and up‑to‑date knowledge of HR practice and employment legislation.
Working arrangements
Following an initial office‑based induction, hybrid working arrangements are available in line with Council policy, but the majority of working hours should be based at Bolton Town Hall.
