COMSURFLOT is delegated Full Command responsibility and Single Point of Accountability for the Force Generation of all surface ships (QEC, LPD, DD, FF, MCMV, HM, OPV, P2000, PJOB vessels and the Fleet Diving Squadron) to meet COMOPS’ schedule and directives. They hold Command responsibilities on behalf of the Fleet Commander include the professional development, and provision, of GLAD to all under Administrative Authority. This responsibility includes assistance to Commanding Officers with the implementation of new policy, monitoring and maintenance of engineering standards and feedback on the support provided to vessels by local agencies. From Q4 of 2023 the RN organisation previously known as the T23 refit support group (RSG) ceased to exist and was commercialised with the contract awarded to Babcock Marine and is now known as BM RSG. Because of this a 17-person unit was formed known as NAVY SURFLOT AFH SPT(U) a sub department of SURFLOT AFH who hold responsibility of upkeep and DRSO Units until regeneration is completed or handed to disposal ships (DRSO). Purpose The organisation is Commanded by AFH Commander (E) to provide guidance, leadership and direction (Glad) to Ships entering Devonport for upkeep/extended readiness or preparing to be handed over to DRSO at end of life. To provide L2 assurance of BM RSG. Manage CBRNDC and Seamanship departmental assets. Conduct CBRNDC Health checks for FT Units after extended periods alongside, prior to formal FOST training or deployment Superiors NAVY SURFLOT AFH FGEN SPT(U) is answerable to Commander(E) and through him Captain AFH. Authority The OiC has authority over all Unit personnel Primary Tasks The primary tasks of AFH FGEN SPT(U) are: Lead and manage FGenEngSpt across HMNB(D) to ensure timely and effective EngSpt worldwide, with continuous analysis to improve availability. To hold Professional Command as Senior Naval Officer for Type 23s in upkeep or awaiting handover to DRSO as directed, overseeing the upkeep for NCHQ. Liaise with all stakeholders to articulate FGen issues and to develop plans to deliver support that sustains programmed operations and taskings. To be responsible for the delivery of RSG work package for the unmanned T23s in refit. Act as FGA lead for all AFH FTSP Change Requests. Optimise FGenEngSpt to deliver maintenance programmes that meet the requirements of stakeholders. Assist DE&S to hold to account the T23 COM and Waterfront Service Provider for the delivery of T23 Upkeep Projects. Provide feedback to NC & FGA on the progress of T23 projects. Support Cdr E AFH to provide the environment for all staff to engage in activities that develop individual skills, team skills and naval ethos. The following tasks ensure the delivery of the primary role as a HoD To discharge sub command charge responsibility required of an XO. To coordinate and deliver support to T23 Upkeep Project key milestones including UPSD, SSMOB, RFSD, CAD and FD. To lead on RFSD and FD activity in support of Captain Support. To attend or arrange representation at MSP readings for individual T23 Upkeep Projects and report shortcomings to Cdr Upkeep. To support SS and coordinate SURFLOT FGEN SPT (U) HAT CBRNDC activity in support of Type 23 regeneration from upkeep. To ensure the SURFLOT FGEN SPT (U) UEL is filled with competent suitably qualified and experienced personnel (SQEP). To constantly monitor the output performance of the T23 RSG and amend the T23 UEL as required. To coordinate the recruitment of FTRS where no suitable RN active service personnel are available to fill posts. To chair jointly with other ship specific leads, SURFLOT FGEN SPT (U) weekly planning meetings. To raise issues affecting the T23 SURFLOT FGEN SPT (U) principal outputs with SURFLOT AFH CGA Cdr Engineering. Ensure all personnel within the Devonport T23 SURFLOT FGEN SPT (U) are aware of and adhere to current Health and Safety and environmental protection regulations and how they apply to each T23 Upkeep project. Liaise directly with external authorities. Ensure all subordinates maintain the highest standards of discipline, dress and time keeping. During lulls in load ensure RN personnel’s skills are being effectively employed to either enhance the service delivered to ships visiting Devonport or progress the individual’s professional development. To be a Divisional Officer, 1RO or 2RO to SURFLOT FGEN SPT (U) team members as required.
