EC&I Construction Manager – Balfour Beatty plc
About the Role
Balfour Beatty is working on the Net Zero Teesside project, a first‑of‑a‑kind fully integrated gas‑fired power station with carbon capture and storage at Redcar and Cleveland. The EC&I Construction Manager will lead on‑site MEP construction activities, ensuring safety, quality, and performance across a highly regulated infrastructure project.
Key Responsibilities
* Lead day‑to‑day MEP construction delivery in a defined zone or package (e.g., plant room, energy centre, data hall).
* Oversee site operations, logistics, and sequencing to ensure efficient, safe, and high‑quality execution.
* Ensure works are delivered according to construction plans, RAMS, and permits.
* Maintain a visible leadership presence to drive a safety‑first culture (Zero Harm).
* Ensure compliance with CDM regulations, site safety protocols, and environmental controls.
* Lead toolbox talks, safety briefings, and site inspections/audits.
* Ensure all MEP works meet project specifications, quality standards, and hold points.
* Support QA/QC processes, including inspections, test and commissioning plans.
* Raise and close NCRs and snagging issues promptly.
* Monitor progress against short‑term and medium‑term look‑aheads in collaboration with planners and supervisors.
* Chair and contribute to daily coordination meetings with subcontractors and engineering leads.
* Manage technical and programme interfaces with civils, structures, architectural, and ICT teams.
* Act as the principal point of contact for area subcontractors and suppliers.
* Support logistics coordination, material deliveries, and plant allocation.
* Drive subcontractor performance and raise issues where necessary.
* Liaise with engineering, commissioning, H&S, quality, and client teams to align on priorities and access requirements.
* Manage area‑specific constraints and interdependencies with adjacent works.
Key Qualifications
* Significant experience delivering MEP construction in highly regulated environments (e.g., nuclear, healthcare, pharma, data centres, rail).
* Strong working knowledge of mechanical and/or electrical services installation, testing, and commissioning.
* Experience managing subcontractor teams, trades, and specialist suppliers on large‑scale infrastructure projects.
* Demonstrated understanding of Permit‑to‑Work systems and construction H&S best practices.
* CSCS (Black or White Card), SMSTS (or equivalent), and relevant trade or engineering experience.
* NVQ Level 6+ in Construction Management or a degree in Building Services / Engineering / Construction.
