Overview
JDR Group is recruiting for a Highways Maintenance Manager to work for one of our clients in Weston-Super-Mare. Reporting to the Operations Director, you will be responsible for the efficient and effective delivery of Highway Cyclical and Reactive Maintenance. The role manages teams delivering winter and reactive maintenance, drainage cleansing and repair, emergency response teams, and road signage and line markings, including managing subcontractors involved with these services. You will ensure exceptionally high levels of customer service while delivering on targets, including health & safety, compliance, and supporting the achievement of the Company\'s objectives and work plans.
Salary: £50,000 - £55,000 per annum
Location: Weston-Super-Mare
Shift: Monday - Friday, 40 hours per week
Contract: Permanent

Responsibilities
* Ensure that supervisory and operational teams deliver on all the specified requirements of the services. Oversee the programme management of all core service works, including collaboration with client and internal departments.
* Promote a safe working culture and behaviours in compliance with legislation and safe systems of work; ensure risk assessments are maintained and updated as required.
* Investigate incidents promptly and oversee insurance and reporting requirements.
* Develop, implement, and maintain a Winter Maintenance service that meets statutory requirements; manage on-call driver pool as per the Winter Maintenance Plan.
* Lead Reactive Maintenance service delivery (potholes, kerbing, channel replacement, ironwork, gully and manhole work, road markings).
* Maintain an on-call management and 24/7 operational response rota to handle incidents, weather events, emergencies, floods, and obstructions on the highway network.
* Maintain drainage network standards through gully cleansing and programme management.
* Manage relationships with subcontractors for signage, advanced traffic management, and road markings.
* Continuously review services to improve efficiency and deliver value for money.
* Ensure compliance with all Company policies, procedures, and legal obligations; oversee disciplinary processes as required.
* Work with suppliers to maximise service delivery value versus cost.
* Develop and maintain strong client and stakeholder relationships; attend client meetings and ensure timely delivery of required reports.
* Maintain records and systems for compliant operation; support audit readiness and ISO accreditations.
* Manage budgetary responsibilities for Operational Costs and provide variance updates to the Board; work with senior leadership to meet financial targets.
* Undertake transport management duties, coordinating with the Fleet Department to ensure sufficient mobile plant and vehicle allocation and compliance.
Qualifications & Skills
* Proven experience in reactive highway maintenance
* Experience managing subcontractors and supply chains
* People management experience and HR process familiarity
* Track record of meeting service KPI targets
* Financial acumen with operational budgeting experience
* NEBOSH qualification
* Winter Service Operations experience with NEREO registration
* CSCS/SMSTS
* National Highway Sector Scheme TM Managers qualification (e.g., 12DT7)
* Degree or equivalent in a relevant discipline
* IOSH qualification
* IT literacy including Microsoft Office and business systems
* Excellent organisational, time management, and planning skills
* Strong communication and influencing abilities; conflict resolution capability
