Overview
Job summary: As the Emergency Preparedness, Response and Recovery Officer you will be based in the new Emergency Preparedness, Planning, Response and Recovery team. You will support the Senior Emergency Preparedness, Response and Recovery Officer and Civil Contingencies Manager and liaise across all CTMUHB activities to support the development, maintenance and review of the resilience management, strategic risk assessments, emergency planning protocols and corporate business continuity plans. Responsibilities
* Act as a champion and expert resource for Civil Contingency Management across all CTMUHB activities, including the development, maintenance and review of resilience management, strategic risk assessments, emergency planning and corporate business continuity planning.
* Coordinate the implementation of the UHB business continuity planning and support operational Directors with development, review and exercising of business continuity and emergency plans.
* Work in collaboration with internal and external teams to review and exercise multi‑agency business continuity and emergency plans across South Wales.
* Contribute to pre‑planning and co‑ordination between Welsh Government, local authorities and the NHS for infectious disease and other public health emergencies.
* Risk assess and develop emergency plans with public health clinical staff, infection prevention and control team, and EPRR colleagues.
* Establish and develop local multi‑agency partnerships and attend meetings arising from public health and emergency resilience; participate in multi‑agency partnerships for health protection programmes and initiatives.
* Contribute to training of local staff in relation to EPRR policies and procedures and to planning, scheduling and executing emergency/contingency exercises across CTMUHB.
* Support the prevention/protection agenda and contribute to strategies impacting population health and wellbeing; provide knowledge base on Health Protection/EPRR and implement operational objectives.
* Prepare reports, reviews and presentations on emergency planning achievements/outcomes for senior leadership and funding partners; support monitoring and evaluation of health protection policy and programmes.
* Assist in collection, analysis, interpretation and dissemination of information to ensure current information is available for staff and patients; implement tools to collect information from local communities on health needs and priorities.
* Contribute to the development and dissemination of the evidence base for health protection and EPRR; support health protection staff within the Health Protection Team; supervise and support those delivering services.
* Engage with media within CTMUHB protocols when promoting health protection and emergency resilience; participate in reflective practice and develop a personal development plan.
* Support policy development and assessment within partner agencies regarding business continuity and EPRR; contribute to research and evaluation activities and to reporting on outcomes to the Director of Strategy and Transformation and other partners.
Qualifications and Experience
* Knowledge and Qualifications – Essential: Degree or equivalent; basic knowledge across Emergency Planning and response procedures; knowledge of multi‑agency and national command and control structures; knowledge of relevant legislation and guidance.
* Desirable: Postgraduate qualification in Public Health/Health Protection; Business Continuity qualifications.
* Experience – Essential: Experience of working with partner organisations relevant to health protection; experience of coordinating projects in complex environments.
Skills
* Essential: Communication skills; training skills; multi‑media presentation skills; data collection and analysis.
* Desirable: Welsh Language Skills (Level 3/B2) are desirable for this role.
