Lead Buyer, One LSC Procurement – Overview
The One Lancashire and South Cumbria (LSC) Procurement team is seeking a Lead Buyer to work flexibly across all One LSC sites.
The Procurement & Supplies Team is embarking on an exciting period of change as we integrate into a single procurement department across the region. Five trusts are currently served by three procurement teams, and the One LSC Procurement will provide services to the following trusts:
* Blackpool Teaching Hospitals NHS Foundation Trust
* Lancashire Teaching Hospitals NHS Foundation Trust
* East Lancashire Hospitals NHS Trust
* Atlas BFW Management Ltd (a wholly owned subsidiary of Blackpool Teaching Hospitals)
* University Hospitals of Morecambe Bay NHS Foundation Trust
* North Cumbria Integrated Care NHS Foundation Trust
* Lancashire & South Cumbria NHS Foundation Trust
The Lead Buyer role sits within the Clinical / Non Clinical Teams, working with key stakeholders including clinicians, nursing colleagues, estates & facilities, Corporate and IT to lead a range of procurement projects. The role will guide self‑identified and allocated projects under the direction of the Senior Procurement Manager, delivering agreed timescales and outcomes for specified areas across all or some of the Trusts within the Integrated Procurement Team.
Responsibilities
* Lead clinical and non‑clinical procurement projects, including planning and selection strategies, tendering, and commercial dialogue.
* Plan, negotiate, and deliver cost‑reduction work plans for materials and/or services, collaborating closely with clinical staff and external stakeholders.
* Assess and advise on the financial implications of contract awards, reporting formally on supplier, service, and product changes.
* Provide professional advice to Trust staff, including senior managers, on procurement processes, public procurement legislation, UK law, Trust standing financial instructions, and NHS procurement guidance.
* Lead the tendering of complex and high‑value contracts (typically £100k to over £5 million), ensuring value for money and adherence to statutory procurement requirements.

The Lead Buyer can operate on a hybrid basis, with a minimum of 40% office presence. Flexibility to work and meet at sites across the One LSC network is required to develop high‑level working relationships with stakeholders and suppliers.
Created in November 2024, the One LSC Procurement team supersedes the Lancashire Procurement Cluster established in 2017, providing strategic procurement, commercial, logistics, and supply chain services to the Trust partners listed above. Operations are hosted by East Lancashire Hospitals NHS Trust under a shared service model.
