Job Title: Estate Surveyor (Chartered Building Surveyor)
Location: Bicester
Role Overview:
We are seeking an experienced Estate Surveyor to oversee and manage a diverse portfolio of buildings. This role combines project management, technical oversight, and estate management to ensure that all works are delivered safely, efficiently, and within budget. The successful candidate will lead capital projects, support maintenance strategies, and provide expert advice on building and heritage matters.
Key Responsibilities:
1. Project Management (£10k–£2m)
* Lead projects from feasibility through completion and handover.
* Appoint and manage external consultants and contractors.
* Coordinate planning, design, procurement, and value engineering.
* Manage budgets, timelines, risks, and change control processes.
* Monitor site works to ensure compliance with design, quality standards, and UK legislation.
* Provide progress and risk reports to senior management.
* Ensure effective contract administration and project closure.
2. Building & Heritage Oversight
* Provide expert advice on building design, construction, and maintenance.
* Review and approve tenant fit-out proposals and monitor delivery.
* Support tenant planning applications and alterations.
* Conduct condition surveys and recommend lifecycle and improvement works.
* Oversee utilities planning and infrastructure upgrades.
* Support heritage asset protection and enhancement initiatives.
* Assist with service charge repair strategies and planned maintenance delivery.
3. Estate & Operational Support
* Act as a technical advisor to the Estate Management team.
* Respond to tenant queries and building issues.
* Support the delivery of repair and maintenance obligations.
* Conduct inspections and provide actionable recommendations.
* Maintain accurate project records and filing systems.
* Raise contractor orders, code invoices, and track project finances.
Candidate Profile:
We are looking for a pragmatic, solution-oriented professional with a proven track record in construction or refurbishment project management. Candidates should have strong experience in building surveying, estate management, or property project delivery.
Skills & Competencies:
* Technical Expertise: Knowledge of building construction, refurbishment, and heritage asset management; experience managing projects end-to-end; familiarity with UK planning, building regulations, and statutory compliance.
* Project & Risk Management: Ability to manage multiple projects simultaneously; structured approach to programme management, risk identification, and mitigation; strong budget management skills.
* Stakeholder Engagement: Confident liaising with tenants, consultants, contractors, and senior stakeholders; ability to communicate technical matters in practical business terms; collaborative working style.
* Analytical & Problem Solving: Strong attention to detail; proactive in identifying risks and opportunities; ability to assess building defects and propose practical solutions.
Qualifications & Experience:
* Degree or equivalent in Building Surveying, Construction, Real Estate, or a related discipline.
* Experience appointing and managing consultants and contractors.
* Experience reviewing tenant fit-out proposals and overseeing works.
* Comprehensive knowledge of UK planning legislation, Building Regulations, and statutory compliance.
