Overview
As Deputy Director for Public Health, you will provide leadership to the team supporting the Director of Public Health in delivering Shropshire Council’s Corporate and partnership health and wellbeing priorities, making a real difference to the lives of people in Shropshire. The role will also oversee statutory, non‑statutory and regulatory responsibilities associated with the function. This is an opportunity for an experienced Consultant with practical knowledge of all three domains of Public Health to step into leadership of an enthusiastic and committed Public Health team.
Key Responsibilities
* Deputise for the Executive Director (Public Health) on a routine basis.
* Provide direct line‑management support and supervision to the Public Health Consultant and Head of Service.
* Lead the Council’s Public Health Speciality training programme and oversee workforce development, including training programmes, budgets and wellbeing initiatives.
* Translate strategy into successful service delivery, driving change and performance improvement.
* Report to Rachel Robinson, Executive Director Public Health (DPH), who is responsible for health and safety, training and development.
* Directly manage four staff members and oversee indirect line management of up to 70 staff and trainees, monitoring performance, supporting development and conducting annual appraisals.
* Lead and contribute to projects, building relations with internal and external partners to achieve specified outcomes without direct authority over those partners.
* Manage an approximate direct budget of £17 million and influence partner budgets across Council areas.
* Prepare responses in line with Shropshire Council’s corporate processes and national/regulatory/statutory procedures (e.g., complaints, information governance requests, media enquiries).
* Ensure completion of all mandatory corporate and specific training within expected timescales.
* Act as a duty officer on the Council’s Emergency Duty rota and undertake relevant training (Hearing / Investigating Officer).
* Take responsibility for public health, health and social care issues, providing briefings to councillors and stakeholders and developing inter‑agency strategic plans.
* Provide expert public health guidance and whole‑system leadership, driving evidence‑based commissioning and service delivery.
* Develop KPIs, evaluate performance and contribute to commissioning and procurement processes.
* Utilise information and intelligence systems to underpin health and social care action, including production of the JSNA and integration of public health, NHS and social care outcomes frameworks.
* Support the Executive Director in developing robust strategies for improving health and wellbeing, including the use of ring‑fenced public health grants and collaboration with ICBs, trusts, contractors and UKHSA.
* Link the local authority with the research community, coordinating access to scientific information and influencing research programmes.
* Hold responsibility for financial budgets, ensuring best value for money and efficient financial management in line with Council rules.
* Take charge of the directorate’s training obligations, acting as Educational Supervisor in agreement with the Head of the School of Public Health.
* Conduct health needs assessments and develop prioritisation techniques to inform policies and services.
* Communicate complex concepts, science and data effectively to a wide range of stakeholders.
* Apply evaluation frameworks and scientific knowledge to formulate evidence‑based recommendations and drive organisational change.
Professional Obligations
* Participate in the organisation’s staff appraisal scheme and quality improvement programme.
* Contribute to the training programme for Foundation Year Doctors, Specialty Registrars and LAs management trainees.
* Undertake annual professional appraisal and CPD, maintaining registration with the Faculty of Public Health, GMC/GDC or UKPHR as appropriate.
* Practice in accordance with Good Medical Practice (if medically qualified) and Good Public Health Practice.
* Maintain ethical practice within the health professions framework.

Annual Leave
Annual leave entitlement is a pro‑rated flat‑rate scheme of 207 hours (28 days) plus bank holidays, with five additional days awarded to staff with five years of local government service (entitlement of 244 hours/33 days). Two days of leave (pro‑rated for part‑time staff) must be taken at Christmas; extra days may be carried over into the next year if taken before the end of March.
