Education Penalty Notice Officer
Initial 3-month contract | 36 hours per week | £26 (Umbrella) per hour (£19 PAYE an hour)
About the Role Brent Council is seeking an organised, proactive, and knowledgeable Education Penalty Notice Officer to join the Education Welfare Service (EWS) on an initial three-month assignment. This role plays a key part in ensuring the effective and lawful administration of Education Penalty Notices (EPNs), supporting both operational practice and statutory responsibilities within the borough.
You will work closely with Education Welfare Officers, Finance teams, schools, and families to ensure penalties are issued correctly, payments are processed efficiently, and customer experience remains high. This is an excellent opportunity for someone with strong financial system experience—particularly Oracle Finance—and a detailed understanding of attendance legislation.
Key Responsibilities
Work collaboratively with Education Welfare Officers and the Finance Team to coordinate all processes involved in issuing Education Penalty Notices (EPNs) and collecting fines on behalf of the Education Welfare Service (EWS).
Review, refine, and streamline existing systems and procedures to improve efficiency, accuracy, and service delivery.
Maintain accurate and compliant computerised and manual records of all EPN transactions, ensuring alignment with the Data Protection Act and Brent Council’s financial regulations.
Update, monitor, and administer Oracle Financial System records, acting as a key liaison with Brent Financial Service Centre to ensure smooth payment processing and a positive customer experience.
Take a proactive role in supporting Education Welfare Officers (EWOs) in the correct and effective issuing of EPNs, demonstrating an in-depth understanding of statutory guidance and attendance legislation.
Manage and resolve queries from schools, parents, and other stakeholders relating to EPNs and fine collection, delivering a professional and customer-focused service.
Contribute to the wider delivery of Brent Council’s corporate priorities and strategic objectives.Essential Knowledge & Experience
Significant experience using the Oracle Finance System (or another major financial management system).
Evidence of ongoing Continuing Professional Development (CPD).
Strong knowledge of relevant legislation including:
Section 7 and Section 444 of the Education Act 1996
Education (Penalty Notices) (England) Regulations 2007
EWS Non-School Attendance Education Penalty Notices Local Code of Conduct
EWS Prosecution Policy
High proficiency in Microsoft Excel and strong skills in data analysis and reporting.
