We are currently seeking a highly skilled and motivated individual to join a premier team of Engineers at the 422nd Civil Engineering Squadron, Royal Air Force (RAF) Croughton, United Kingdom.
What will be your primary role?
The primary purpose of this position is to serve as a professional engineer, performing design, project programming and construction management/monitoring duties in support of a military installation. As the Energy Manager you will affect a reduction in energy usage, using energy audits and the development of energy reducing solutions. You will perform planning and design work for substantial multi-phase new construction, renovations, and improvement projects for real property facilities. In addition, you will be mandated to reduce overall energy consumption for existing facilities, utility systems, as well as new construction, and/or renovation/improvement projects. You will plan, program, budget, and execute required projects in support of assigned programs and will provide consulting services and project coordination. You will collect data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe examine, measure, analyze, map, and describe physical and technical features and phenomena. In the course of your duties, you will comply with health, safety and environmental rules and procedures and perform work in a manner that enhances the safety of the work environment.

You must possess a degree in the relevant field (Civil /Mechanical /Electrical Engineering) and be able to demonstrate one year's specialized work experience in the appropriate field.

What are the Key Skills required for this role?
1. Professional knowledge of core background engineering concepts, principles, and practices and familiarity with architectural, and other engineering disciplines.
2. Knowledge of a broad range of engineering and construction standards, methods, practices, techniques, materials and equipment to determine compliance with federal, state and local codes and regulations:

Knowledge of standard contracting regulations, practices and procedures as it relates to facilities engineering, health, safety and environmental requirements as outlined in applicable standards, regulations and/or technical orders; of environmental principles, practices, procedures, laws, regulations and current legislative issues.
4. Knowledge of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
5. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions, and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
6. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches and construction drawings; and technique/skill in drafting sufficient to convey design concepts and ideas and formulate working drawings.
7. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret and apply results, rules, regulations and procedures in a variety of situations and recommend timely and economical solutions.
8. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.

1. You will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules and regulations.
2. You may be required to travel by military and/or civilian aircraft, and you may also be required to travel to the US or other country, in the performance of official duties or attend necessary training, this position may also be coded as mission essential.
3. You will be required to complete a 6-month probationary period.
4. Overtime may be required, and you may be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.
5. You must be able to communicate effectively both orally and in writing.
6. Your hours of work will be 37.5 hours per week on a fixed schedule (Mon-Fri – where start & end times may be modified due to mission needs and in accordance with the organization's flexible working policies.
7. A valid UK driver's license (Category B) is required for the position.
8. You may act as project liaison with Host Nation design agencies as required.
9. You may be required to serve on A&E selection boards.
10. You may be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency.
11. You will be required to complete any training or certifications deemed necessary by management to successfully perform the functions of the position.
